Late Legislation Impact for MeF TY2008 Forms and Business Rules

 

Because of late legislative changes, the MeF forms in the chart below will not be available in XML when Production opens January 5, 2009.  As the XML becomes available, this page will be updated throughout the filing season.

Form Update History:

  • 03/13/2009 Update:  Added Form 8834 to the list of forms impacted by late legislation.  The February 2009 revision of Form 8834, Qualified Electric Vehicle Credit, may be filed in XML with calendar year 2008 tax returns and for filers who have a carryover of a qualified electric vehicle credit disallowed due to passive activity limitations.

The IRS will also issue a May 2009 revision of Form 8834 with a new title, Qualified Electric and Plug-In Electric Vehicle Credit. The May 2009 revision will incorporate the qualified plug-in electric vehicle credit enacted as part of the American Recovery and Reinvestment Act of 2009. Fiscal year filers whose 2008 fiscal year ends after February 16, 2009, who qualify for the plug-in electric vehicle credit must file the May 2009 revision of Form 8834 in PDF. All other 2008 fiscal year filers may file either revision. Click here for the TY2008 Known Issues file for more information.

Note: Form 8912 is available to be filed in XML through MeF and includes all late legislation changes to date.  Previous Quick Alerts regarding Form 8912 were intended for those filing through the Individual e-file system.

  • 02/26/2009 Update:  Added "PDF only" to Forms 8931, 8932 and 8933. 
  • 02/20/2009 Update: Many of the legislative forms will be enabled in XML format on the MeF Production system on 3/2/09.  The Service is keenly aware that the timing of this update (so near the March 15th corporate due date) may cause problems for some software developers and taxpayers.  The Service would prefer to receive the forms in XML.  However, in an effort to minimize the impact of this change, the Service will allow the forms to come in as PDF until April 5, 2009 as long as the return passes the latest version of the business rules (2008v2.2 for 1120 family and 2008v5.1 for partnership family).
  • 02/02/2009 Correction:  The ATS and Production availability dates for Form 5884-A were removed.  The XML for Form 5884-A will be available at a later date.

Business Rule Update History:

  • March 13, 2009:  Business Rule F1120-324 will be disabled at a later date.
  • January 21, 2009 Update:  Business Rule 1065B-025 updated with dates below.  Dates for Business Rule 1065-031 were removed; this business rule is not scheduled to be re-enabled at this time.
  • January 15, 2009 Update: Business Rule R0000-105 will be updated to reject any TY2008 return that includes Form 3468 in XML format.  All the other forms listed in the business rule will be removed.  This update will occur on 02/23/2009 for ATS and 03/02/2009 for Production for all form types.
  • December 12, 2008 Update: Business rule, R0000-105, was added for all form types to reject any TY2008 return that includes these forms in XML format: 3468, 4684, 5884, 6478, 6765, 8586, 8820, 8844, 8845, 8846, 8864 and 8900.  In addition, some business rules have been disabled to accomodate the forms as PDF.  The table below will be continually updated throughout the filing season.
