Summary:
This proposed rule would amend our regulations governing training of lessee
employees engaged in oil and gas and sulphur operations in the OCS. We are
proposing to establish a performance-based training system that would:

lead to safer and cleaner OCS operations; |
|
allow the development of new and
innovative training technique; |
|
impose fewer prescriptive requirements on
the oil and gas industry; and, |
|
provide increased training flexibility.
