River Habitat Conservation Team

Mission: Protect and conserve California riverine habitats for steelhead, coho salmon, and chinook salmon through: 1) administering a water rights review program; 2) coordinating consultations with the EPA and regional water control boards regarding TMDLs, Water Quality Standards, FIFRA, and NPDES; and 3) providing SWR staff with expert technical and scientific expertise and guidance documents in areas including hydrology, water quality, toxicology, fluvial geomorphology, instream flow assessment, salmonid habitat assessment, fish passage assessment, Geographic Information System (GIS) and computer network technologies.

The team provides scientific and technical expertise to SWR staff conducting ESA consultations and enforcement actions related to salmonid habitat degradation impacts. Team members review and comment on state water right permitting actions. The team is active in the areas of instream sediment removal project review, flood control, stream habitat restoration, dam removal, timber harvest impact assessment, and stream flow regulation below dams.

San Francisco Bay Program

The team strives to improve scientific understanding of the Bay’s physical and biological properties and to establish a coordinated management approach. Specific goals include: 1) characterizing subtidal habitats, and understanding their function and value within the San Francisco Bay ecosystem; (2) establishing a comprehensive long-term management vision to balance protection, restoration and appropriate use of San Francisco Bay; and 3) engaging in interagency efforts to manage the various components and impacts of the Bay to the high water mark, including wetland restoration, LTMS, coordination with other NOAA agencies, water quality, port activities, dredging, research consortiums, and CalFed.

Fisheries Engineering Team

Mission: Provide timely engineering expertise for conservation, management, and habitat enhancement of marine and anadromous fish resources.

The team plays an integral role in the conservation and recovery of anadromous fish and other marine resources. Its core functions are to: 1) develop and administer policies pertaining to fish protection structures and fish passage; 2) review project designs related to fish passage for compliance with federal standards; 3) oversee project construction; 4) inspect new and existing fish protection structures; 5) conduct hydraulic research; 6) foster technology development; 7) consult with interagency committees on technical policy matters; and 8) assist landowners and on-governmental organizations with fisheries restoration efforts. The team also keeps abreast of current fish passage engineering and technology issues on a national and international level, and strives to constantly improve its engineering competence, field operations capabilities, and fisheries knowledge.

Administrative Services Team

The administrative team provides support for the environmental and engineering professionals to allow the most expedient and efficient use of manpower and other resources to attain program goals. Team members provide timely travel, training, payroll, personnel, contracting services, and grants management expertise to facilitate smooth operations.
