- Manages
non-competitive and competitive lease proposals for energy and marine
mineral resources on the Pacific
Outer Continental Shelf (OCS).
- Reviews and approves OCS lease ownership and adjudicates
other legal documents related to OCS leases.

Ensures companies have
adequate financial strength or bonding to carry out their lease
obligations.
Plans and
manages the Regional Environmental Studies Program.
Coordinates the Regional
Coastal Impact Assistance Program.
Works with
stakeholders to identify and address
issues and information
needs related to program activities.
Through the
Environmental Analysis Section, ensures
Regional activities comply with environmental laws and implementing
regulations.

- Analyzes the
environmental effects of OCS oil and gas, alternative energy,
alternate use of offshore facilities,
and marine mineral activities; prepares associated environmental
documents.
- Coordinates Endangered and Threatened Species
Consultations, State Historic Preservation Office Consultations, and
Essential Fish Habitat Consultations.
- Monitors industry compliance with environmental
conditions of permit/plan approval.
