NIH Announces the Availability of Recovery Act Funds for Administrative Supplements


The National Institutes of Health (NIH) announces the opportunity for investigators and United States institutions/organizations with active NIH Research Grants to request administrative supplements for the purpose of accelerating the tempo of scientific research on active grants and supplements for summer research experiences for students and science educators.. Support for these supplements will come from funds provided to NIH through the American Recovery and Reinvestment Act of 2009 (“Recovery Act” or “ARRA”), Public Law 111-5. Consistent with the intent of the Recovery Act, the purpose of this program is to promote job creation and economic development along with accelerating the pace and achievement of scientific research.

Opportunities for Fogarty grantees to apply for administrative supplements under ARRA are listed below. Please click each supplement opportunity title to find detailed application instructions and eligibility requirements.

Proposed activities must be within the scope of the activities approved in the existing award. FIC will not consider administrative supplement applications with ARRA funds submitted for any other purpose than the opportunities listed below.

Applications from foreign institutions are not permitted. Applications may contain subcontracts to developing country institutions for up to 10% of the total supplement award or up to $25,000 per year, whichever is less, as outlined in NOT-OD-09-061.

Fogarty ARRA Supplement Opportunities:

Fogarty ARRA Supplements Providing Summer Research Experiences for Students and Science Educators:

Please note that Fogarty will NOT be making any COMPETING administrative supplements as part of its ARRA funding initiatives.

Process:

Supplement applications for Summer Research Experiences for Students and Science Educators must be submitted by May 1, 2009 for review in May with awards being issued as soon as possible afterwards.

All other supplement applications must be submitted by June 1, 2009 for review in late June or July. Awards are expected to be made in August and September.

FIC will arrange the review of each eligible application by appropriate NIH scientific and technical experts with experience in global health who have no conflict of interest with the proposal. Applications will be reviewed based on the specific criteria provided in the detailed instructions for each topic, in addition to the general ARRA goals to accelerate the tempo of scientific research and allow for U.S. job creation and retention.

In order to ensure that all expenditures requested by administrative supplements advance the objectives of the Recovery Act, all applications must provide ARRA justification, including how the supplement is expected to stimulate the U.S. economy by:

  • enabling hiring of additional staff;
  • enabling increased hours of current part-time staff;
  • procuring additional needed equipment;
  • and/or contracting for additional needed skills.

The results from review will be provided to the FIC Director for final funding decisions. Awards will be selected on the basis of the merit of the proposal, its applicability to the goals of the ARRA, geographic distribution and the availability of funds.

Applicants should be aware that the ARRA supplement awards will include special quarterly reporting requirements.
