In response to public requests, two new data elements have
been added to the SDN.XML file. Publish_date and record_count
have been added as children of the tag: "publishInformation".
Publish_date contains the date the XML file was published
and record_count contains the total number of rows within
the XML file.
The SDN.XSD has been updated appropriately.
These elements should assist users in confirming they are
loading a current and complete SDN file.
