REQUEST FOR PUBLIC COMMENT ON THE PROPOSED STORM WATER MASTER PLAN AND GREENWAY MASTER PLAN


Public Comment Period Ends: May 29, 2009

The City of Norman is seeking comments on a draft Storm Water Master Plan. This draft plan includes recommendations related to Storm Water Phase II requirements, a Trails/Greenway Master Plan, new flood plain mapping, capital improvement projects, proposed water quality enhancements, drainage easement issues, and financing options. Printed copies of the Storm Water Master Plan are available for inspection at the four (4) locations listed below. The plan is also accessible at the end of this notice.

  • Norman Public Library, 225 N. Webster Avenue

  • Norman Chamber of Commerce, 115 E. Gray Street

  • City of Norman, City Clerks Office, 201 West Gray, Main Municipal Building

  • City of Norman, Public Works Department, 201 West Gray, Building A

The City of Norman encourages individuals to review these documents and submit comments in one of the following two (2) ways:

  • Electronically

  • Written Comments – Please mail to Mr. Shawn O’Leary, Public Works Director, P.O. Box 370, Norman, OK 73070

Comments must be received by close of business on May 29, 2009. All comments received during this public comment period will be reviewed by the Public Works Department and communicated to the Norman City Council for their review.

The Storm Water Master Plan document located below is very large and can take up to several hours to download.  We apologize for this inconvenience.  If you would like a copy of this file on a CD, please mention this in your comments with your full mailing address.  You can also visit the Public Works Department located at 201 West Gray Bld A in Norman to pick up a copy of the CD. You may also review the information at one of the four locations listed above.

  FEDERAL STIMULUS PLAN
 

The City of Norman and the Federal Stimulus Bill

   

President Obama signed the stimulus bill into law on February 17, 2009.

The total cost is $787.2 billion with $575.3 billion in spending and $211.9 billion in tax cuts. It is the largest single cash infusion into the American economy. There are more that 75 federal programs that received funding that could benefit local governments.

The purpose of the bill is to preserve and create jobs and promote economic recovery; assist those most impacted by the recession; provide investments needed to increase economic efficiency by spurring technological advances; invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits and stabilize state and local government budgets.

Transportation Projects

  ODOT I-35 PROJECT INFORMATION
 

On Thursday, February 26, 2009, the Oklahoma Department of Transportation conducted a public meeting regarding the proposed Interstate 35 South Improvement Project in Norman. The purpose of this meeting was to review information regarding an environmental assessment for the proposed improvements along I-35, from the north end of the I-35/SH 9W interchange to approximately ½ mile north of Main Street in Norman. The proposed improvements include expanding I-35 to a 6-lane facility and replacement of three existing interchanges at Main Street, Lindsey Street and SH 9E.

  TIF CANNIBALIZATION STUDY
 

On February 3, 2009, City Council received a report from Mr. Eric Lander of Canyon Research Southwest, Inc., regarding the Retail Sales Cannibalization Study for the University North Park Tax Increment Financing District. The purpose of this report is to examine retail sales cannibalization for the University North Park TIF District. In doing so, the report addresses the following issues:

  • Analyzed businesses within the UNP TIF that are directly or indirectly duplicative of previously-existing businesses and the extent of positive or negative impact.

  • Provided further analysis of areas of retail sales that are underserved within the Norman economy or within the UNP TIF.

  • Reviewed the performance of the UNP TIF revenue performance versus those projected, on an actual-to-date and pro forma basis.

  • Reviewed and commented on the internal control and monitoring systems established for administering the UNP TIF.

  TEMPORARY PUBLIC SAFETY SALES TAX
 

On May 13, 2008, the citizens of Norman approved a one-half percent (½%), seven-year public safety sales tax to be used for staffing of additional police and fire personnel and for acquiring, constructing and equipping two new fire stations.

The one-half percent (½%), seven-year public safety sales rate becomes effective on Wednesday, October 1, 2008. Notices to implement the tax have been sent to all Norman merchants by the Oklahoma Tax Commission. The City will receive its first payment of the tax from the Tax Commission with the December 2008 remittance.

   

  PORTER CORRIDOR
 

October 1-4, 2008 the Porter Avenue Corridor consultants Ochsner Hare & Hare convened a public design charrette. A charrette is a collaborative design workshop during which Porter stakeholders and members of the public articulated a vision for the Porter Corridor from which the design team created three possible plan scenarios for the area. This booklet summarizes the four-day charrette process, and includes participant-identified project goals, a list of "orchids and onions" (i.e. assets and liabilities), and opportunities. The booklet includes illustrations of the three Porter design concepts as well as conclusions that are based on public response to the plan concepts. A progress report from the Consultants and Steering Committee will be provided to Council in mid January 2009.

The Norman Public Arts Board is working to enhance Norman’s image locally, regionally and nationally by insuring the creation of the highest quality art for display in public places. The Board believes that public art has the possibility of defining a community, enriching cultural diversity, stimulating economic activity, and encouraging all forms of artistic endeavors.

  THREE UNRELATED PERSONS ORDINANCE
 

Over the past couple of years, complaints about over-occupancy in single family dwellings have risen steadily. As you may know, the City of Norman zoning ordinances limit single family dwellings to residents that are family members, either by blood, marriage or adoption, or not more than three unrelated persons living together and sharing the common areas like the kitchen and living areas. This includes apartments, condominiums, and town homes. This restriction has been part of the zoning ordinance since 1954 and over the years, the City has explored various avenues of enforcement to protect City residents from the issues that arise when multiple unrelated persons live in single family homes. Complaints generally revolve around traffic, noise, and parking.

  FRONTAGE ROAD STUDY
 
The City Council conducted a study session on Tuesday, June 12, 2007, to discuss the concept of One-Way Frontage Roads along Interstate Highway I-35 from Main Street to Tecumseh Road. This subject was prompted by recent discussions involving (1) transportation improvements for the University North Park development, (2) upcoming improvements to I-35 and associated Norman interchanges by the Oklahoma Department of Transportation (ODOT) and (3) general traffic congestion and safety concerns at Robinson and I-35 as well as other interchanges. At the conclusion of the study session, the City Council directed staff to prepare a resolution for ODOT supporting the one-way frontage road concept.

The City of Norman's Curbside Recycling program is currently underway.  Residents are reminded that they can crush cans and milk cartons to conserve space within the recycling container.   Also, when loading your container, remember to place the heaviest objects on the top of your recycling materials to help contain the items.  If you would like to request a lid or exchange your bin for one with wheels, please call the Sanitation Department at 329-1023. The Sanitation Department is maintaining a list of customers requesting lids and they will be distributed as soon as they are received. The Sanitation Department is also maintaining a list of customers requesting a wheel kit. The Sanitation Department personnel will assemble the wheel kits on containers and then exchange the wheeled containers with customers requesting them.   ROBINSON RAILROAD UNDERPASS PROJECT
 

The Environmental Assessment (EA) examines the anticipated social, economic and environmental effects of the proposed project. The draft form of the EA has been approved by the Oklahoma Department of Transportation and the Federal Highway Administration. In order to finalize the EA, the document needs to be publicly displayed and comments taken until March 21, 2008. To view the Environmental Assessment click here.

A public meeting presenting the Environmental Assessment was held at  6:30 p.m. to 8:30 p.m., Thursday, March 6, 2008, at the Concord Missionary Baptist Church located at 1500 Stubbeman Avenue, Norman, Oklahoma.
