The Office of Professional Responsibility (OPR) is responsible for setting, communicating and enforcing standards of competence, integrity and conduct among tax practitioners—specifically, attorneys, certified public accountants, enrolled agents and others who represent taxpayers before the IRS.
Michael Chesman brings more than 30 years of senior executive and tax counsel experience to the IRS. During his tenure in the Office of Taxpayer Burden Reduction, Michael was able to save taxpayers more than 200 million hours of work by simplifying tax responsibilities or eliminating unnecessary filing requirements.
A graduate of the University of Virginia School of Law in 1969, Michael began his career as an IRS attorney. He joined Prudential Insurance Co. of America in 1975, where he held numerous senior management positions in tax compliance, planning and legislative affairs.
