There are several databases available to Federal depository libraries for free. These agency subscription services available currently are:

  • DARTS: Depository Access to Reports, Technical and Scientific
  • National Climatic Data Center Online Document Library
  • STAT-USA/USA Trade Online
  • Homeland Security Digital Library

GPO recommends that libraries catalog or otherwise advertise the availability of these services.

Please note that libraries must protect all user IDs and passwords.  Users of these resources must be in the library.

Passwords allowing free depository library access to the subscription services are assigned by the individual Federal agency. To receive the user IDs and passwords, follow the instructions for each agency.

DARTS: Depository Access to Reports, Technical & Scientific (NTIS)

About the collection: Federal depository libraries have no-fee access to online technical reports from the National Technical Information Service (NTIS) through DARTS: Depository Access to Reports, Technical & Scientific. Depository libraries are able to download at no charge the full-text electronic documents for which links are available. The Su Doc number for this resource is C 51.22/2: and the item number is 0188-A-18.

To register: A DARTS Validation Form must be signed by your library director and faxed to GPO at 202-512-2300 before you receive access to DARTS. When your account is activated, you will receive two e-mails from NTIS that include a link to the main access page, a user ID, password, and account number. These will arrive in two e-mails for security purposes.

Terms of Agreement: By faxing the signed form, your library agrees to the terms on the form, which include:

  • Login information is for library staff only and should not be given to patrons
  • Access by simultaneous users is supported but limited to a maximum of 30 workstations
  • As the depository coordinator, you must be the primary point of contact for any branch libraries that may be participating
  • You may not allow organizations outside your library to connect to DARTS using your account and password
  • DARTS can be accessed from outside the library through an institution’s network if limited to library’s primary clientele and login is scripted so it remains unknown to the user
  • Reports are not intended to be downloaded for additional distribution outside of your library users and the FDLP community
  • A user session will be terminated if more than 10 publications are downloaded in one minute

National Climatic Data Center Online Document Library

About the collection: Free depository access to the National Climatic Data Center Online Document Library is available online for several otherwise fee-based titles from the National Climatic Data Center of the National Oceanic and Atmospheric Administration (U.S. Department of Commerce). The Su Doc number for this resource is C 55.286/6-54: and the item number is 0274-G.

Libraries .with edu, .gov, or .mil extensions may access the Database without a user ID or password. There is no limitation on the number of concurrent users able to access the database.

Terms of Agreement: Libraries may not share the user ID and password with library users.

To register or Questions?: To obtain the user ID and password, the designated depository coordinator or the library director should submit a request for this information by using the “Ask a Question” feature on askGPO. Please include your depository library number in the request.  Use askGPO as well if you have a question about depository access to the resource.

STAT-USA/Internet and USA Trade Online

About the collection: STAT-USA/Internet and USA Trade Online are two online resources providing current and historical business, trade, and global economic information produced by the U.S. Government and made available through STAT-USA (U.S. Department of Commerce).

STAT-USA, Su Doc number C 1.91: and item number 0128-P, is part of the FDLP Basic Collection, to which all Federal depository libraries must provide access.

To register: Depository libraries may register for these databases by reviewing the FAQs, agreeing to the terms of use, and submitting a STAT-USA Account Validation Form.

Depository libraries may access the resources through password access or IP authentication and are limited to two designated computer workstations located within the depository library. To use IP authentication, these IP addresses must be fixed (not dynamically assigned) and may not be shared by other computer workstations.

Terms of Agreement: By submitting the form, the library agrees to all terms for depository access.

Homeland Security Digital Library

About the collection: The Homeland Security Digital Library (HSDL) is a database containing non-classified Presidential directives and policy and national strategy documents as well as specialized resources related to Homeland Security. HSDL is in an official partnership agreement with GPO.  Additional information about the HSDL is contained in a presentation, "Terrorism and Security: What Information is Out There?" by Greta Marlatt at the Fall 2007 Federal Depository Library Conference. The Su Doc number for this resource is HS 1.18: and the item number is 0520-B-24.

To register: Depository libraries that are academic or Federal agency libraries have the option of gaining access through IP authentication. Those libraries eligible for IP authentication may include the IP addresses attached to all of their publicly accessible computers regardless of whether a log in is required. Staff from the HSDL will contact depositories for their IP addresses after GPO has received the library's account validation form.

Other depository libraries are eligible for access through a password. Individual user names and password will be provided to all reference librarians. A depository providing access to HSDL should add item number 0520-B-24 to its item selection profile.

An HSDL Validation Form must be signed by your library director and faxed to GPO at 202-512-2300 before you receive access to HSDL. Once verified, your library will receive instructions on how to set up an account from GPO.
