Judge Bruce L. Birchman

Judge Birchman has served as an Administrative Law Judge at the Federal Energy Regulatory Commission since 1978. Prior to joining FERC, Judge Birchman was an Administrative Law Judge at the Department of Health & Human Resources, Providence, R.I., and served at the U.S. Interstate Commerce Commission, as a confidential legal assistant to the Chairman, Vice-Chairman, and several Commissioners, and as Public Counsel in the Bureau of Enforcement.

He is a graduate of Rutgers University, Newark College of Arts & Sciences and Rutgers School of Law.

Judge Birchman is a member of the bars of the District of Columbia, United States Court of Appeals for the D.C. Circuit, and the United States Supreme Court.

Judge Birchman has extensive and diverse experience in alternate dispute resolution, including mediation and arbitration. He serves frequently as a third-party neutral at the Federal Energy Regulatory Commission. In 2009, Judge Birchman participated in the American Bar Association 4th Annual Training Institute sponsored by JAMS.

Judge Birchman is Legislative Chairman of the Forum of United States Administrative Law Judges and a former Legislative Chairman of the Federal Administrative Law Judges Conference.
