About
the Indian Home Loan Guarantee Program (Section 184) |
History The Indian Home Loan Guarantee Program (Section
184) is funded annually by Congress. The program is offered to Native Americans
and provides homeownership opportunities throughout Indian Country in the United
States. The program was developed specifically for Native Americans seeking homeownership
opportunities on fee simple land in an Indian area, on Tribal Trust Land, or on
individually allotted land on a reservation. Program StaffThe

The 184 program staff is responsible for program development,
monitoring and quality control, loan underwriting, program training, and marketing.
In addition, the Loan Guarantee staff serve as a liaison between lenders, government
agencies, tribal members, and other entities instrumental in making this program
a success.

help market the Section 184 Loan Guarantee Program, ONAP has organized a team
of Section 184 Coordinators from regional ONAP staff. The regional coordinators
are committed to helping Native American homebuyers and tribes to take advantage
of new opportunities to own their own homes. The Section 184
TeamAlaska Region
David Vought is currently a Native American Program Specialist for the
Department of Housing and Urban Development in the Alaska Office of Native American
Programs. David has been with ONAP since 1988 he has served as the Chief of Housing

Northwest Region
N. Iris Friday is a Program Analyst in the Northwest Office
of Native American Programs where she serves as a liaison between tribes, lenders,
and HUD's housing partners to ensure smooth delivery of the 184 loan guarantee
program. Iris has worked to bring homeownership to Native families through homebuyer
fairs, homebuyer education counseling, and the promotion of financial education
as a tool for achieving homeownership success. As Northwest tribes move forward
in the 184 process, Iris is available to answer questions and provide technical

Eastern/Woodlands
Region Hal Beiler is the 184 Coordinator for the
Eastern Woodlands Region. He has been a Grants Management Specialist for about
one and a half years and has worked with the Mold Study Program. He has experience

Southwest Region
Andrea V. Dunyon is the Section 184 Coordinator for
the Southwest Office of Native American Programs, Phoenix, AZ. Andrea's region
