Activity 9: Coordinate Community Water Fluoridation Programs
Individual community water system operators are responsible for
maintaining their water fluoridation services, but state oversight
is necessary to assure quality services. A community water
fluoridation program can be characterized as the collective efforts
of promoting and implementing a state fluoridation program and
maintaining consistency of fluoridation within a state.
This program may be jointly managed by the state oral health program and the
state agency responsible for the drinking water program. As part of their
responsibilities, these agencies may work together to plan, implement, and
evaluate a water operator fluoridation education program.
The community water fluoridation program itself also may plan, implement, and
evaluate educational and outreach efforts to create awareness of community
fluoridation.
The state oral health program may

plant operators.
- Monitor fluoridation monthly through the
Water
Fluoridation Reporting System (WFRS) or an equivalent state
system.
- Provide new or replacement water fluoridation equipment for
water treatment plants.
- Evaluate community water fluoridation program accomplishments,
including advances in population coverage and systems where implemented.
- Develop education materials on community water fluoridation.
