Activity 1: Develop Leadership Capacity

To develop a strong oral health program leadership capacity, a state will benefit from employing a full-time dental director who is an oral health professional with training in public health. In addition, the following staff are important for developing an effective oral health program:

  • Epidemiologist (minimum of .25 full-time equivalent [FTE]).
  • Water fluoridation engineer/specialist or coordinator (at least .50 FTE).
  • Other appropriate staff, including
    • Dental sealant program coordinator  (.5–1 FTE).
    • Health education/health communication specialist (.25 FTE).
    • Support staff  (.25 FTE).

States that do not have sufficient funding for dedicated staff may seek ways to build leadership by leveraging existing state resources and sharing staff time with other programs.
