   Observer on boat Introduction  The EFCL system was designed to enhance the quality, timeliness and value of fisheries data towards more effective fisheries management.

Users interact with ship-based software and a shore-based web application to collect and report logbook, catch (fish ticket), biological sample and observer data.

A key asset is EFCL's underlying data model, which systematically integrates data from all these sources. The model was developed through extensive analysis of pacific coast fisheries' needs and expanded to have the capability to capture data from other national and international fisheries.

The system is a framework, of which configuration is a big part.

  • Users may employ all or only some of EFCL's features, depending on their strategy.
  • No proprietary equipment is needed, and off-the-shelf components (sensors and GPS devices, handheld devices, and charting utilities) can be added on.
  • System setup includes regional customization of reference data such as vessels, permits, ports, limit (quota) and landing (market) categories, species and gear codes.
  • Considerable attention has been given to operational and legal requirements for data confidentiality and reporting.

EFCL was developed through public-private cooperation (details), and several parts of the system have been pilot tested and refined.
