Administrative History Note: | The Environmental Protection Agency (EPA) was established as an independent agency by Reorganization Plan No. 3 of 1970, effective December 2, 1970, consolidating the Department of the Interior's Federal Water Quality Administration; the Federal Radiation Council; and the Department of Health, Education, and Welfare's (HEW) Environmental Health Service. EPA's mission was to control and abate pollution in the areas of air, water, solid waste, pesticides, radiation, and toxic substances. Its mandate was to mount an integrated, coordinated attack on environmental pollution in cooperation with state and local governments. |
