• Application-to-Application (A2A) Users

On March 29, 2009, the IRS implemented the 9-minute rule that applies to all A2A users who use Strong Authentication (SA).  Please refer to the detailed email that was previously issued to all SA users on the IRS distribution list.

• 720 MeF - First Quarter of Tax Year 2009

Form 720, Quarterly Federal Excise Tax Return will not be available electronically for the First Quarter (January through March) of Tax Year 2009. As a result, all Form 720 returns must be filed on paper for the First Quarter. A QuickAlert will be issued advising future availability. We apologize for any inconvenience.

• Partnership Returns (Forms 1065/1065-B)

  1065 MeF – Fiscal Year Partnership Returns. Treasury Regulations Section 301.6011-3(a) provides that if a partnership with more than 100 partners is required to file a partnership return, the information required by the applicable forms and schedules must be filed electronically, unless a waiver from the electronic filing requirement has been granted. Returns filed electronically must be made in accordance with applicable revenue procedures or publications. Announcement 2002-3 excludes Fiscal Year returns for Tax Year 2001 only. IRS Publications 4163 and 4164 will be updated for Tax Year 2009 to specifically clarify that Fiscal Year Filers with more than 100 partners are required to file their return electronically. Please refer to Publication 4163, Part IV, and Publication 4164, Section 1.8, for information on exclusions to e-file. Thank you for your continued support of the 1065 MeF Program.
  

Schema version 2008v5.1 - An updated Form 1065/1065-B schema package for version 2008v5.1 was published on March 4, 2009.  The minor schema version was corrected to include missing information from the first publishing date of 1/26/2009.  See the "Diff" files for changes. Software developers should update to the corrected minor version 2008v5.1 schemas posted on March 4, 2009.  The link to the partnership schema webpage can be found below.
