What's New in the Electronic Management System (EMS) for Processing Year 2009 |

The following are new features of the Electronic Management System (EMS) for the 2009 processing year:
SHARED SECRETS

Initially when a Transmitter logs on to the 2009 EMS system, he/she must register his/her Shared Secrets by responding to the following prompts:

These shared secrets allow the Transmitter to enable his/her disabled account without calling the IRS e-Help Desk.
New Menu Option
Note: Option 9 allows a Transmitter to change his/her Shared Secrets whenever he/she wants. For example, if an employee, who knows the Shared Secrets, leaves the company, the Transmitter might want to change the Shared Secrets.
DISABLE ACCOUNTS

Transmitters accounts will disable after three consecutive unsuccessful login attempts. Previously they disabled after six consecutive unsuccessful login attempts.

Transmitters accounts will disable after 45 days of inactivity.
- If a Transmitter’s account is disabled, the Transmitter can use his/her Shared Secrets to reenable his/her account without calling the e-Help Desk. The Transmitter will be prompted with the following:
LOCKED ACCOUNTS
TEST AND PRODUCTION SYSTEMS

EMS will be divided into two systems. One for Test data and a second for Production data for Forms 1040, ETD, 94X and 1041.

Each system will have a separate URL - The separation eliminates the security concern of having Test and Production data on the same system.

The Test EMS system will only process returns that have a Form indicator of Test (T).

The Production EMS system will only process returns that have a Form indicator of Production (P)
Software Developers
Transmitters (1040, ETD)
-
On November 1, 2008, transmitter ETINs will be set to Test mode for Forms 1040 and ETD. Once a Transmitter has completed his/her transmission test, the e-Help Desk will set the Form type to Production. Once this is done, the Transmitter will not be able to submit any Test returns of that Form type to the Test EMS system. If the Transmitter wishes to continue testing, he/she must contact the e-Help Desk to request a Test ETIN.
STATES

States can use the same ETIN to retrieve data from the Production or Test EMS system.

If a State needs to submit Acknowledgments to both the Test and Production EMS systems, the State will need a Production ETIN and a Test ETIN. If the State does not have a Test ETIN, the State must contact the e-Help Desk to request one.
