NCLB/ESEA "No Child Left Behind" The No Child Left Behind Act of 2001 (Pub. L. 107-110, NCLB) became law on January 8, 2002, with President George W. Bush's signature of H.R. 1. The Act substantially revises the Elementary and Secondary Education Act of 1965 (ESEA) in a manner designed to provide all of America's school children with the opportunity and means to achieve academic success.
