2008 - MRM Final Rule Stage

  • Reporting Amendments
    The MMS is amending existing regulations for reporting production and royalties on oil, gas, coal and other solid minerals, and geothermal resources produced from Federal and Indian leases in order to align the regulations with current MMS business practices.  These amendments reflect changes that were implemented as a result of major reengineering of MMS financial systems and other legal requirements.  The effective date:  April 25, 2008.
 
2007 - MRM Final Rule Stage

  • Indian Oil Valuation
    The rule amends the existing regulations regarding the valuation, for royalty purposes, of oil produced from Indian leases. These amendments will clarify and update the existing regulations.  This revised Indian Oil Valuation Rule is aimed at bringing added certainty to the valuation of oil produced from American Indian lands.  With the rule MMS will convene a negotiated rulemaking committee.  The effective date of the rule is February 1, 2008.

  • Geothermal Royalty Payments, Direct Use Fees, and Royalty Valuation
    This rule establishes  new regulations to implement the provisions of the Energy Policy Act of 2005 (EPAct) governing the payment of royalty on geothermal resources produced from Federal leases and the payment of direct use fees in lieu of royalties.  The new regulations also amend various related provisions in the MMS rules.   The effective date of the rule is June 1, 2007.

  • Service of Official Correspondence
    A Direct Final Rule:  this rule establishes updated procedures for businesses to use when supplying the Minerals Management Service (MMS) with their control information.  The effective date of the rule is November 29, 2006.

  • Immediate Temporary Reporting Relief
    This rule would provide immediate temporary relief to reporters in the aftermath of  Hurricanes Katrina and Rita. The changes provide for extensions to pay royalties owed on Federal oil and gas leases and report corresponding royalty and production reports.

  • Federal Oil Valuation
    This rule would amend the existing rule governing valuation for royalty purposes of crude oil produced from Federal leases.  These changes would refine several technical aspects of this rule relating to which published market prices are most appropriate to value crude oil not sold at arm's-length and what transportation deductions should be allowed.

  •  Federal Gas Valuation
    This rule would amend the existing rules governing valuation for royalty purposes of natural gas produced from Federal leases.  In evaluating these rules, MMS has identified several issues that warrant further public comment.  MMS is therefore proposing these amendments in an effort to improve the current rule and to correct some technical problems.

  • Accounting Relief for Marginal Properties
    This rule allows reporters to seek accounting, reporting, and auditing relief for their marginal properties in accordance with section 117(c) of the Federal Oil and Gas Royalty Management Act of 1982 as amended by the Federal Oil and Gas Royalty Simplification and Fairness Act of 1996.
