Site History: Chronic release of hazardous substances began in
the late 1930s.
Location: The Liberty Industrial Finishing Site is located in
Farmingdale, New York. The Natural Resource Damage (NRD) assessment
area includes Massapequa Creek, its associated ponds and wetlands, and the
Massapequa Tidal Channel.

Overview: The Site includes a 30-acre property in Farmingdale,
New York, that was used for the manufacturing of aircraft parts and trailers
from the late 1930s until 1948 and by the Liberty Industrial Finishing
Corporation as a metal plating and finishing facility from 1948 until 1978. The
plating and finishing operations at the facility included anodizing,
electroplating, dyeing, and painting. Numerous industrial and light industrial
businesses have leased and continue to lease space at the Site. Plating waste
effluent containing cadmium and chromium was released to the groundwater
through two on-site disposal basins. Unknown quantities of sludge were also
deposited in a sludge drying bed. The property is located 0.5 km north of
Massapequa Creek which flows 8 km to South Oyster Bay, an estuary on the south
shore of Long Island, New York. For most of its length, Massapequa Creek is a
non-tidal, freshwater stream and terminates in the Massapequa Tidal Channel
which flows into South Oyster Bay. Sediment and surface water of the freshwater
portion of Massapequa Creek are contaminated with metals, primarily cadmium and
chromium. The primary contaminant pathway to Massapequa Creek is groundwater
transport. It is likely that injuries to NOAA trust resources have occurred and
continue to occur as a result of metals contamination.
The site was placed on the National Priorities List in June 1985. Between 1991
and 1997, the U.S. Environmental Protection Agency (EPA) conducted a remedial
investigation to define the nature and extent of contamination and a
feasibility study to identify alternatives to address contamination. Additional
investigatory activities were carried out by several of the potentially
responsible parties (PRPs) at the Site under EPA oversight pursuant to an
administrative order issued by EPA in 1997. In April 2001, the supplemental
RI/FS report which describes the nature and extent of contamination in site
soils, groundwater, and contamination in pond sediments in Massapequa Creek
downstream of the Site, and in Plume B, as well as an evaluation of
alternatives for comprehensive Site cleanup was released by EPA. In July 2001,
EPA released a Proposed Plan that outlined the Agency's preferred longterm
comprehensive remedy for the Liberty site. In March 2002, EPA issued a Record
of Decision (ROD) documenting the selection of a comprehensive remedial action
for the Site which EPA estimates will cost more than $34 million in present
dollars. The primary remedial action, estimated to cost nearly $32 million,
includes excavation and off-Site disposal of 73,100 cubic yards of contaminated
soils, construction and operation of a conventional pump-and-treat system to
address on-Site and off-Site groundwater, and excavation and off-Site disposal
of 2,600 cubic yards of contaminated pond sediments at the Massapequa Preserve.
A separate action to remediate on- Site Plume B is estimated to cost more than
$2 million. Implementation of primary remedial action is being performed by the
responsible parties, under EPA oversight, pursuant to the Consent Judgment. The
Remedial Design phase for the primary remedial action at the Site began in May
2004 and is expected to be completed during the Spring of 2006. Upon completion
of the Remedial Design phase, the Remedial Action phase will commence.
