The purpose of the FY 2009 BZPP grants is to help state and local governments protect national critical infrastructure and key resources (CIKR) from terrorist attacks. The program supports the implementation of Buffer Zone Plans (BZPs) by providing the funding to buy equipment and support planning efforts. 2. How much funding was available under the FY 2009 BZPP? The total amount of funds distributed under the FY 2009 BZPP will be $48,575,000. 3. What are the priorities for the FY 2009 BZPP? DHS encourages state and local jurisdictions to consider the following activities as priorities under the FY 2009 BZPP: . Coordination of operational activities with public and private sector partners . Coordination of operational and situational awareness activities with fusion centers and/or emergency operations centers (EOCs) . Coordination and involvement of multidisciplinary partners in the development and implementation of preventive and protective measures . Strengthening IED attack prevention and protection capabilities . Integration of Constellation/Automated Critical Asset Management System (CA/CAMS) and the DHS CIKR Taxonomy in CIKR collection, storage/catalog, and reporting information technology (IT) solutions, databases and processes 4. Who was eligible to apply for FY 2009 BZPP funds? The State Administrative Agency (SAA) is the only agency eligible to apply for FY 2009 BZPP funds and is responsible for obligating the funds to the appropriate local units of government or other designated recipients. The SAA must coordinate all BZPP activities with the respective State Homeland Security Advisor (HSA). 1 5. How will the FY 2009 BZPP funds be allocated? The allocation methodology for BZPP builds upon the program plan and methodology in place last year. Tier 1 and Tier 2 assets have been prioritized, and funds are being systematically applied to address the list of assets supported by the BZPP. Based upon the results of DHS prioritization work with state and local colleagues, eligible states, territories and the District of Columbia participate in and receive funding under the FY 2009 BZPP.
