FEMA Grants Temporary Roofing for Previously Inundated Homes In St. Bernard Parish

BATON ROUGE, La. -- The U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) has directed St. Bernard Parish residents with homes that have been structurally assessed as category "1" or "2" to apply at one of the U.S. Army Corps of Engineers (USACE) Right of Entry (ROE) collection sites if they need a blue roof. (List attached) To qualify, a resident must place the statement, "I intend to occupy the home within 30 days" on the ROE form. Those who have previously applied will need to reapply to meet the expanded criteria.

ROE collection sites are scheduled to be open until Jan. 7. St. Bernard Parish residential structures have been assessed by the parish and placed into three categories: 1, 2, and 3. Structures in categories 1 and 2 are eligible for consideration for the blue roof program. St. Bernard Parish residents can learn the result of their assessment through the Parish's Web site:

Residents with a home assessed in category 1 or 2 are asked to fill out an ROE to show the intent to occupy their home. The ROE allows USACE inspectors and their contractors to enter private property to install the temporary blue roofs.

For a home to qualify for the blue roof program, the home must have at least 50 percent of the structural roof remaining (rafters and decking) and it must be an asphalt-shingled pitched roof. Flat, tile, slate or metal roofs do not qualify for a blue roof.

Residents should call 1-888-ROOF- BLU (1-888-766-3258) and apply for the blue roofs. The temporary roof program, also known as Operation Blue Roof, is a FEMA-assigned mission to the USACE.

ROE's can be taken over the phone and faxed by calling 1-866-632-0030 if the owner is unable to go to one of the walk-in centers.

Please note only the parishes of Jefferson, St. Bernard and Orleans (modified process) continue to be eligible under the blue roof program. Walk-in centers are only accepting ROE applications from eligible parish homeowners.
