FEMA And State Schedule Briefings For Local Officials On Ice Storm Infrastructure Assistance

Albany, NY -- Briefings for local officials to explain the process of applying for federal disaster assistance in the wake of the severe ice storm on April 3-5, 2003, are scheduled to start on Wednesday, May 28th, federal and state disaster recovery officials announced today. The complete schedule and directions to locations are attached.

"These briefings are designed to help local officials understand eligibility requirements and the reimbursement process," said Edward F. Jacoby, Jr., State Coordinating Officer and Director of the State Emergency Management Office. "We also have a responsibility to ensure that federal, state and local dollars are used appropriately."

Funds for disaster assistance were authorized under a major disaster declaration signed by President Bush on May 12th, after a request from Governor George E. Pataki. Local governments in the counties of Cayuga, Chenango, Monroe, Oneida, Onondaga, Ontario, Oswego, Wayne and Yates are eligible to apply for federal assistance. The Federal Emergency Management Agency (FEMA) will reimburse 75 percent of the approved costs for measures taken before, during and after the ice storm to save lives, protect public health and safety, protect improved public and private property, as well as for emergency debris removal and infrastructure repairs.

"Our priority is to help facilitate the removal and transport of collected debris to approved disposal sites," said Marianne C. Jackson, Federal Coordinating Officer.

Entities that can apply include state agencies, local governments, river authorities, public utilities, the Oneida Nation, the Onondaga Nation, schools, and certain private non-profit organizations.

Location: Volney Fire Station, Volney, NY

Route 81 N to Route 481 N into Fulton, right onto St. Rte. 3. Approximately six miles to Volney. Volney Fire Station is on the right hand side just past the flashing light at County Rte. 6.

ONONDAGA COUNTY
Location: Clay Fire Department, Headquarters Station, 4383 Route 31, Clay, NY

From I-90/NYS Thruway, from east of Syracuse: Exit 34A interchange to ramp to 1481 north, to Route 31 Cicero exit, turn right onto Rte. 31 east. Continue past Great Northern Mall entrances and straight past traffic light at Morgan Road. Clay Fire Station is on left about 1500 feet.

From I-90/NYS Thruway, from west of Syracuse: Exit 36 interchange to ramp to 181 north, continue to exit 29 (I-481 north). Continue to Rte. 31 Cicero exit, turn right onto Rte. 31 east. MONROE COUNTY
Location: Monroe County Public Safety Training Facility, Rochester, NY

From Albany: Exit I-90/NYS Thruway at Exit 46 (Rochester/Corning). Take I-390 North. Follow signs for Rochester, Greece/Airport. Take Exit 17 (Scottsville Road) off I-390. Right (West) on Scottsville Road. The Public Safety Training Facility is a short distance on the left.

WAYNE COUNTY
Location: Wayne County Fire Training Center, Route 31, Lyons, NY

From I-90/NYS Thruway: Take Exit 42 (Geneva/Lyons). Left (North) on Route 14 to Lyons. Left (West) on Route 31. Approximately two miles to Wayne County offices. Turn left into the West driveway; loop to the back behind the Sheriff's Department and Jail to the Fire Training Center.

ONTARIO/YATES COUNTIES
Location: Ontario County Safety training Facility, 2914 County Road 48, Canandaigua, NY

From I-90/NYS Thruway: Take Exit 43 (Manchester, Palmyra). Turn right (going south on Rte. 21). Rte. 21 to Chapin, turn left (going east) on Route 488. Turn right (going south) on Smith Road to County Road 46, left (going east) on County Road 46. Turn left at County Road 48 at the Animal Shelter and Day Care Center, drive to the end.

CAYUGA COUNTY
Location: County Emergency Operations Center, Auburn, NY

Exit 40 at Weedsport, right after tollbooth on Route 34 South. Travel approximately seven miles to City of Auburn, travel through three traffic lights until you see the Holiday Inn. Travel one more light and take a right onto Dill Street. Dill Street will end at Genesee Street, turn right onto Genesee Street. The Cayuga County Office Bldg. is on the left side. It is a six-story building next to the Court House. Parking is around the back of the building in the visitor parking area.

ONEIDA COUNTY
Location: Oneida County Cornell Cooperative Extension Building, Oriskany, NY

Thruway Exit 32 in Westmoreland. From tollbooth, turn left at stoplight, three to four miles. Turn left at blinking traffic light, ½ to ¾ miles. Turn left onto Second Street (first left at traffic light). The first left hand drive is the Oneida County Cornell Cooperative Extension Building.

Upon entering the building, the Conference Room is part way down the entrance hallway on the left.

CHENANGO COUNTY
Location: Fred's Inn, 5139 State Highway 12, Norwich, NY

From Albany: Take I-88 to State Highway 23 West (Morris Exit) Exit 13. Proceed on State Highway 23 to County Road 32 in Norwich, approximately 22 miles. At intersection of County Road 32 and State Highway 23, turn right. Mirabito's gas station is on the right, Sidney Federal Credit Union on the left, and Benedict's Used Cars ahead on the left. Stop at next traffic light, turn right onto East Main Street-Ford dealership on the right just across the river. Cross the bridge, go past "Smith Ford" and continue down East Main Street until the intersection of State Highway 12, Broad Street. Turn left onto State Highway 12, Broad Street, Heading south. Continue on State Highway 12 past Wal-mart. Continue for another 1.3 miles and Fred's Inn will be the yellow building on the right.
