FEMA Requests Proposals For Oregon Tone-alert Radio Distribution

Seattle, Wash. -- The Federal Emergency Management Agency has issued a request for proposals for a contract to distribute Chemical Stockpile Emergency Preparedness Program (CSEPP) Tone-Alert Radios (TARs) to Oregon citizens and businesses near the Umatilla Chemical Depot. Proposals are due by August 11, 1999.
The TAR is one of the most important features of local and state emergency management plans for alerting the public in the unlikely event of a Depot chemical agent release. Approximately 15,500 TARs will be distributed to occupied dwellings near the depot in Morrow and Umatilla County residences and businesses.
Washington State is acquiring TARs under a separate contract for the citizens of southern Benton County. Distribution of Washington TARs will also be handled separately in the near future.
"The contract to distribute Oregon's emergency radios has an estimated worth of between $200,000 and $400,000," said Bill Webb, FEMA Region 10 contracting officer. "FEMA is looking for small businesses to submit proposals on the contract, which will entail receiving the radios from the manufacturer, programming them, and installing them in Morrow and Umatilla County businesses and residences," he said.
"Large businesses may submit proposals," Webb added, " but they will be evaluated only if an insufficient number of small businesses are determined to be qualified."
TAR prototypes are presently undergoing performance testing at an independent testing lab and in a local field test prior to full-scale production. Oregon TAR distribution will begin once the radios are approved for production and received from the manufacturer. Receipt is tentatively scheduled for this fall. Tone-Alert Radios will provide indoor warning with an 85 decibel tone followed by instructions in both English and Spanish. The TAR greatly enhances the CSEPP Alert and Notification project, which includes warning sirens and highway reader boards.

Refer to RFP number EMS-1999-RP-0008. There is a $25 non-refundable bid document fee required, payable by check or money order and made out to "Federal Emergency Management Agency." The accompanying letter must also include the name of the firm, contact person(s), mailing address, and phone and FAX numbers. Again, proposals are due to FEMA on August 11, 1999.
