FEMA and State Fund Cataldo Project Purchases to Prevent Further Flood Damage

David L. de Courcy, regional director for FEMA Region 10, joined John Cline, Director of the Idaho Bureau of Disaster Services and representatives from Kootenai and Shoshone Counties in a ceremony June 28th highlighting mitigation activities. The check signing in the community of Cataldo highlighted the efforts of the two counties in flood mitigation and recognized the transfer of over a million dollars to the communities for hazard mitigation.
FEMA and the Idaho Bureau of Disaster Services (BDS) provided Kootenai and Shoshone Counties in northern Idaho over one million dollars to acquire properties subject to frequent flooding in Cataldo along the Coeur d'Alene River. FEMA provided 75% of the $1,074,466 project with the State of Idaho providing the remaining approximately $250,000. Both counties were also presented plaques to recognize their participation in the Community Rating System through their commitment to floodplain management exceeding minimum standards.
The Hazard Mitigation Grant Program (HMGP) assists States and local communities in implementing long-term mitigation measures following a Presidential disaster declaration and are used to reduce or eliminate future risk to life and property. "Experience has shown every mitigation dollar spent saves two dollars in disaster response and recovery costs," said de Courcy. Cataldo is within view of the historic Cataldo Mission, the oldest structure in the State. De Courcy noted that the Mission had been the first mitigation project in the state, having been moved in 1846 after repeated floods at the original site.
