NCRR Fiscal Year (FY) 2009 Grants Funding Policy

The President signed the FY 2009 Omnibus Appropriations Act, P.L. 111-8, on March 11, 2009. Under this Act, the following grant funding guidelines apply to NCRR awards and Common Fund/Roadmap awards administered by NCRR.

General

Individual consideration is given to each grant application. Final award decisions are based on scientific merit, program relevance and balance, responsiveness to the Center's priorities and availability of funds.

Research Centers represent approximately 80 percent of NCRR's research grant budget. The NCRR gives priority to those resources and projects that are critical to the research enterprise and without which the national biomedical community could not achieve its full potential or harness innovation to advance human health.

NCRR is committed to funding as many highly meritorious investigator-initiated Research Project Grants as the budget will allow.

Competing Awards

Competing grants will be funded at appropriate levels, based on programmatic and Office of Grants Management funding recommendations. Competing grants will be funded as close to peer-review-recommended levels as possible, given the overall Center budget. Each NCRR Division will use its overall budgets to guide its funding decisions.

Early stage and new investigators will be funded to maintain the number of new investigators comparable to the average of the five most recent years as described in NOT-OD-09-013external link, opens in new window.

Non-Competing Awards

In accordance with NIH policy, non-competing awards will be issued at the most recently committed levels.

Non-competing awards previously issued in FY 2009 under the continuing resolution at 90 percent of the level of the previous grant will be revised to restore funds to the most recently committed levels.

Co-funded Grants

All funds received from other NIH Institutes and Centers to support NCRR grants will be subject to the above funding strategies.
