Recovery Act Funds for Administrative Supplements (NOT-OD-09-056)

Purpose

The National Library of Medicine (NLM) offers an opportunity for administrative grant supplements to researchers who have active grants from NLM. Applications will be received on a continuing basis until May 15, 2010.

Administrative supplements will be funded through the American Recovery and Reinvestment Act of 2009 (Recovery Act), signed into law by President Obama on February 17, 2009. The Recovery Act is an unprecedented effort to jumpstart our economy, create or save millions of jobs, and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century.

Applying for Recovery Act Administrative Supplements

Recovery Act administrative supplements may be requested by current NLM grantees who wish to accelerate the pace of their research within the scope of the funded research aims. Funding decisions for NLM Recovery Act administrative supplements will be made by staff of the Extramural Programs Division of NLM. Administrative supplements may be for one or two years.

Applications must be sent to the following NLM Grants Management Officer. Electronic applications are strongly preferred, by emailing to moweryd@mail.nih.gov with an attachment in PDF format (signature of the institutional official must be clearly visible). Applicants who choose to submit applications in paper format should mail one original paper copy to the address below (with original signatures of the institutional official). Applications should contain the components specified in NOT-OD-09-056.

Areas of Scientific Priority

Recovery Act administrative supplements must support the goals of the Recovery Act. Preference will be given to administrative supplement requests that accomplish one or more of the following:

• Add pre-doctoral or post-doctoral fellows or other appropriate new staff to an existing research grant
• Enhance the infrastructure needed for the research through the purchase of equipment or software costing less than $100,000
• Build collaborations with colleagues at universities in the AREA or IDeA states that allow those organizations to hire researchers or build out their information infrastructure
  • Organizations eligible to receive an AREA (Academic Research Enhancement Award) grant
  • Organizations in states eligible to receive an Institutional Development Award (IDeA) grant

Funding Priorities

Overall, NLM expects to devote approximately $15 million to this Recovery Act administrative supplement program into basic and applied research in biomedical informatics. Of these funds, approximately $8 million is budgeted for supplements to research training and careers (see below).

Grantees may only apply to NLM for one Recovery Act supplement per grant, in each of the three types of Recovery Act supplement programs (if the grant is eligible for those supplement programs). The cost ceiling for Recovery Act administrative supplements (for the entire supplement, not per year) is $250,000 total costs or 50% of total cost of the most recent grant award, whichever is smaller.

NLM Recovery Act administrative supplements cannot be used for the following purposes:

• as a bridge award
• to restore funds or research aims that were cut when the original award was made
• to expand the scope of the funded research (investigators interested in expanding the scope of their work should consider the Recovery Act Revision Applications)

For this initiative, NLM will accept requests for administrative supplements to active NLM grants of the following types (activity codes):

• K99
• P41
• R00
• R01
• R03
• R21
• R41
• R42
• R43
• R44
• T15

NLM will not accept requests for administrative supplements to the following types of grants (activity codes):

• F37
• G13
• K22
• R13
• RL1
• U54

Funding Priorities for Research Training and Careers

NLM expects to devote approximately $8 million for research training and careers as part of this Recovery Act administrative supplement program. These funds are available to active NLM grantees as follows:

• Active NLM-funded training programs (T15 activity code) who are eligible may apply for restoration of council-approved slots that were not awarded to them
• K99 awardees in their final year of funding may apply for a research supplement of up to $50,000. NLM does not support supplements for an additional K99 year.

Application Receipt Date and Timeline for Review

Applications will be reviewed and selected for funding at the end of each month. To have your application included in the monthly review, it must reach NLM by the 15th day of the month. NLM's final receipt date is May 15, 2010.
