Alternative Housing Pilot Program

Environmental and Historic Preservation Review Guidance

The U.S. Department of Homeland Security (DHS) has announced that it is seeking applications for the fiscal year 2006 (FY 2006) Federal Emergency Management Agency (FEMA) Alternative Housing Pilot Program (AHPP). In accordance with the Emergency Supplemental Appropriation (Public Law 109-234), the FY 2006 Supplemental program appropriated $400 million to address emergency and intermediate housing problems in the areas hardest hit by Hurricane Katrina and other hurricanes of the 2005 season.

Projects proposed under this program are subject to the EHP review to ensure that they comply with applicable environmental and historic preservation laws. This page has been developed to assist the AHPP applicants in complying with the EHP review process.

Temporary Group Housing Guidance

These materials were developed for FEMA's temporary group housing operations. Although they do not specifically address intermediate housing and its impacts, they may provide useful information to consider during the design, development and implementation stages of the various projects under the AHPP.
