James Walke joined FEMA in 1984 as a civil engineer in the National Flood Insurance Program.  After nine years successfully managing engineering contracts, James was selected Chief of the Public Assistance Branch, responsible for managing the Public Assistance Program.  Among his many achievements was the successful reengineering of the Public Assistance Program in 1998.  As a result of changes he implemented, customer satisfaction with the Public Assistance Program increased from 74 percent in 1997 to 89 percent in 2002.  James also held leadership positions at various Disaster Field Offices and on the National Emergency Support Team.

James is a graduate of Howard University with Bachelor of Science degree in Civil Engineering.  He has a Master of Science degree in Public Policy from Virginia Tech and Master of Strategic Resources degree from the Industrial College of the Armed Forces.  He is a registered professional engineer in the District of Columbia.
