What is the purpose of the FY 2009 Driver’s License Security Grant Program (DLSGP)? The purpose of the FY 2009 DLSGP is to prevent terrorism, reduce fraud and improve the reliability and accuracy of identification documents that state governments issue. DLSGP funds are intended to assist states and territories improve the integrity and security of their driver’s license and identification card processes, information systems, facilities and personnel identity information capabilities. 2. How much funding was available under the FY 2009 DLSGP? The total amount of funds distributed under the FY 2009 Driver’s License Security Grant Program is $48,575,000. 3. What is the priority for the FY 2009 DLSGP? The priority of the FY 2009 DLSGP is to continue supporting states in improving their driver’s license (DL) and identification card (ID) security and issuance capabilities. 4. Who was eligible to apply for FY 2009 DLSGP funds? Eligible applicants under the FY 2009 DLSGP included the 56 state and territory state motor vehicle/driver’s license issuing authorities, also known as the State Motor Vehicle Administration (MVA), or the State Department of Motor Vehicles (DMV). 5. How were the FY 2009 DLSGP awards determined? All states and territories that applied for FY 2009 DLSGP will receive a base amount with the balance of funds distributed based on the total number of drivers licenses and identification cards (DL/IDs) issued in each state. 6. What legislation authorized funding for the FY 2009 DLSGP? The Consolidated Security, Disaster Assistance and Continuing Appropriations Act of 2009 (Public Law 110-329) provided funding for this program. 1 7. Are there any differences between the FY 2009 DLSGP and the FY 2008 REAL ID Demonstration Grant Program? The purpose of the FY 2009 Driver’s License Security Grant Program is to enhance the integrity and security of state driver’s license and identification card issuance capabilities and processes. This grant differs from the FY 2008 REAL ID Demonstration Grant Program in two respects: o First, the FY 2008 REAL ID Demonstration Grant Program gave priority to multi- state projects to improve both state and inter-state data verification capabilities. The FY 2009 program will accept state proposals that improve state capabilities consistent with the requirements of the REAL ID rule. o Second, the FY 2009 DLSGP will provide pre-determined allocation funds to those states and territories which applied, whereas the FY 2008 Program funds were competitively awarded to states and territories. 8.
