Foreign Grants - Definitions

The following definitions are applicable to foreign applicants. For a complete listing of definitions of terms commonly used by the NIH, please see http://grants.nih.gov/grants/glossary.htm.

1. Foreign Grant - A grant or cooperative agreement supporting biomedical or behavioral research awarded to a foreign institution or international organization.

2. Foreign Institution - An organization located in a country other than the United States and its territories that is subject to the laws of that country, regardless of the citizenship of the proposed PI..

Exception: American University of Beirut is considered a domestic (U.S.) institution for purposes of Facilities & Administrative costs and cost sharing and is exempt from the requirements of a review by the U.S. Department of State. It is considered foreign for all other purposes.

3. International Organization - An organization which identifies itself as international or intergovernmental with membership from and representing the interests of more than one country, without regard to whether the headquarters and the location of the proposed activity are inside or outside the United States.

4. A foreign component of a grant to a U.S. institution is defined as:
A component of a grant to an U.S. organization that provides support to any significant element or segment of the project to be performed outside the U.S. (including the involvement of human subjects or laboratory animals; extensive foreign travel for the purpose of data collection, surveying, sampling, and similar activities: and any activity of the recipient that may involve the population, environment, resources, or affairs of a foreign country), either by the recipient’s project staff or individuals employed by a foreign organization (for example, under a contract or a consortium agreement). Foreign travel for consultation is not considered a foreign component.

5. Foreign national - An individual of non-U.S. origin who is neither a citizen, nor a permanent resident alien, nor of protected status in the United States (granted asylum).
