P.L. 108-7 - Consolidated Appropriations Resolution, 2003

On February 20, 2003, the President signed into law H.J. Res 2, as P.L. 108-7. After conference action, the House and Senate passed H.J. Res. 2, the Consolidated Appropriations Resolution, 2003, on February 13. This legislation, sponsored by Representative Bill Young (R-FL), Chairman, House Committee on Appropriations, provides funding for the 11 remaining Fiscal Year (FY) 2003 appropriations bills. The House vote was 338 to 83, and the Senate vote was 76 to 20. The bill provides $27.2 billion for NIH, a $3.8 billion increase over Fiscal Year 2002, but also continues and expands usage of PHS Evaluation Set-Aside funding to $680 million, $330 million above the FY 2003 President's request. To generate this amount of funds, conferees increased the evaluation assessment to 2.1 percent. NIH is the source of $507 million of these funds, an increased assessment of nearly $247 million from the President's budget level. The original Senate version of H.J. Res 2 passed by a vote of 69 to 29 on January 23; the House version of the resolution passed by a voice vote on January 28.
