iSDPAC Meeting Notes - June 21, 2007
Purpose
The Information Systems Designated Procurements (iSDP) Advisory Committee was created at the request of the National Institutes of Health (NIH) Chief Information Officer (CIO). The iSDPAC is an advisory group to the iSDP Program Manager (PM) on software licensing requirements and issues, as they impact the mission of HHS and its Operating Divisions (OPDIVs).
The iSDPAC's purpose is to (1) review HHS software license, hardware acquisition, and technical support requirements, (2) make recommendations on acquisition of volume software license agreements, hardware acquisition agreements, and technical support services, and (3) provide program representation back to the participant's OPDIV.
Function
The iSDPAC will:
- Inform the PM regarding OPDIV functional requirements for software licenses, hardware, and technical support services;
- Develop a method to assess future requirements;
- Evaluate proposed funding plans and financial strategies for the acquisition of license agreements, hardware agreements and technical support agreements;
- Ensure adherence to HHS IT standards, policies, and procedures; and
- Communicate information about the iSDPAC's activities to the OPDIVs.
Structure
Membership: The iSDPAC will be composed of
- Chair: The Chair is selected biennially by a majority vote of the iSDPAC members.
- Senior and Operational level IT representatives in the following areas:
- Administrative
- IT Operations
- Programmatic
- IT Security
Members may represent multiple OPDIVs or ICs.
- Program Manager, iSDP: The Program Manager is a voting member.
Membership criteria: iSDPAC members are senior and operational level managers who will provide an OPDIV perspective on relevant issues. The HHS iSDP representatives can nominate members. Membership will be limited to principals only, without designation of alternates. However, observing members may attend with or in lieu of the principal. Observing members may participate in discussion only after requesting, and receiving recognition of the Chair. Under no circumstance may an observing member participate in iSDPAC voting.
Quorum: A quorum for conducting business and making recommendations will consist of a simple majority of principal members.
Terms: Membership terms are not limited, except that the chair cannot serve as chair for two consecutive terms.
Roles and Responsibilities
iSDP Program Manager:
- Convenes meetings
Chair:
- Conducts iSDPAC meetings.
Members:
- Attend meetings as scheduled and participate in deliberations.
- Report the iSDPAC's activities to the member's OPDIV.
Meetings
The iSDPAC will meet on a quarterly basis. The Program Manager or the Chair may also call meetings at other times, as needed. Meeting participation will be limited to principal or observing members and, at the Chair's discretion, to selected attendees or guests.
iSDPAC members will review and endorse this charter prior to its being sanctioned. This charter can be modified through a majority vote of the iSDPAC principals.
