The External Applications Support Branch (EASB) is a programming and operations support center located in the Division of Enterprise and Custom Applications (DECA). EASB is responsible for the operation, maintenance, and development of various accounting systems belonging to the Program Support Center (PSC) in the Department of Health and Human Services (DHHS) and used by various DHHS agencies.
EASB supports the following four systems:

Debt Management and Collection System (DMCS) — a CICS/COBOL system used to process receivables due from the public to the DHHS. The various debt types include student loan defaults, central payroll, and Medicare overpayments. Input into DMCS is obtained from two main sources: by manual online entry of cases and through batch transmission of data files. Most payments are made to a lockbox and processed by EASB in a nightly batch job.

Pre-Claims Assistance (PCA) — a CICS/COBOL system used to track the status of Health Education Assistance Loans (HEAL) that the issuing bank wants to declare in default and have the government pay off and assume the debt.

Treasury Offset Program (TOP) and Cross Servicing — systems used to process and transmit data to Treasury for the collection of delinquent debts owed to the government from individuals and businesses.

Accounting for Pay System (AFPS) — provides a systematic interface of payroll accounting information necessary to account for disbursements, expenditures, obligations, and accruals for personnel costs. The AFPS interface results in the production of accounting transactions and expenditure control reports for accounting requirements and payroll reconciliation.
EASB staff has extensive experience developing, maintaining, and providing production support of mainframe applications written in COBOL/CICS, and specializing in governmental financial systems. We have knowledge of accounting principles and methods to understand and interpret user needs and governmental accounting requirements.
