Background

Beginning in 1996, the NIH has solicited research applications for support to conduct research on ethical issues that arise with studies involving human participants. This initiative serves as one component in the development of an on-going, multi-agency comprehensive program in research ethics. The effort is designed to encourage empirical studies that address the gaps in understanding of the complex ethical issues surrounding research involving human subjects. The focus of this research may be on the numerous factors affecting the research participants themselves, the investigators conducting the research, and/or the oversight activities of entities such as Institutional Review Boards (IRBs). The goal of this program is to ultimately provide guidance to researchers and IRB members towards selecting optimal ways that promote appropriate protections for research participants.
