  1. Is the applicant organization domestic?
    The purpose of the Recovery Act is to stimulate the American economy through job preservation and creation, infrastructure investment, energy efficiency and science, and other means.
    • Yes - Continue to question 2
    • No - STOP (Applications from foreign institutions are not permitted)

  2. Does the applicant organization have a foreign component?
    Domestic (United States) institutions/organizations planning to submit applications that include foreign components should be aware that requested funding for any foreign component should not exceed 10% of the total requested direct costs or $25,000 per year (aggregate total for a subcontract or multiple subcontracts), whichever is less.
    • Yes - Can the foreign component be eliminated?
      • Yes - Continue to question 3
      • No - STOP (Talk to your grants management specialist)
    • No - Continue to question 2

  3. Does the proposed use of funds meet the objective of the mission of NINDS?
    • Yes - Continue to question 4
    • No - STOP (Not eligible for ARRA funds)

  4. Does the proposed research include clinical trials?
    Due to the 2 year funding period, NINDS does not encourage the submission of large-scale clinical trials or other studies that inherently require longer periods of funding. See RFA-OD-09-004 (Section I 2. Scope and Specific requirements exclusions from support)

  5. Can we issue a restricted award due to human subjects or animal concerns?
    • Warning: Current Human Subject/IRB or Vertebrate Animals/IACUC letters are needed before a grant can be awarded - Restricted grants are not allowed.
