Instructions in the NIH Guide Notice for submitting requests should be followed.
Requests will be reviewed by staff in the Division of Extramural Research and Training (DERT) at NIEHS. Criteria for selecting requests to be funded are listed in the NIH Announcement, and include relevance of the proposed activities to the parent grant, progress of the parent grant, the plan to accomplish the goals within the timeframe proposed, expertise of the research/scientific team, appropriateness of the request to achieve Recovery Act goals, and relevance to target areas/priorities listed below. Opportunities to provide or retain job positions are of the highest priority, and the number of positions supported with these ARRA funds will be closely tracked, monitored, and reported to the NIH, Congress, and the public.
SBRP Requirements ARRA Administrative Supplements:
The SBRP ARRA administrative supplements are designed to meet the goals of the ARRA by accelerating the advancement of science and creating jobs, while also aligning with the SBRP goal of advancing the use of SBRP research by our stakeholders: U.S. Environmental Protection Agency (USEPA) and the Agency for Toxic Substances and Disease Registry (ATSDR). Examples of acceptable requests include:
Supplements for additional staff for two years. These can include junior investigators, postdoctoral fellows, research technicians, and research assistants. They can also include undergraduate and graduate students, and high school students in some circumstances.
Supplements to maximize the institute’s investment through sharing laboratory resources / analytical services, building on research synergisms through collaborations, reaching out to new community partners, or expanding scientific partnerships to include new investigators not already funded.
Supplements for new equipment totaling less than $100,000
Enhanced Collaborative Research and Translation Activities: NIEHS will accept requests that will create new job opportunities or allow for the retention of jobs that would otherwise be eliminated and will simultaneously enhance collaborative research and research translation. Research collaborations and translation can be enhanced by one of two mechanisms:
investigators may propose collaborations among two or more SBRP-funded universities (inter-grantee collaboration); or
a research translation core leader may propose a collaboration among research project(s) and or cores, the research translation core and a governmental partner.
Grantees may request administrative supplements "to enhance collaborative research and translation activities" for up to 24 months. The entire budget for the administrative supplement will be awarded at one time to the grantee to be expended over the life of the request. The budget for inter-grantee research collaboration may not exceed $75,000 Direct Cost per year per lab. The budget for research translation collaboration may not exceed $75,000 Direct Cost per year.
Each grantee is allowed to submit one application for administrative supplements; however, an application may include requests for multiple collaborations.
For RO1s and SBIRs/STTRs:
Accelerate the Pace of Research: NIEHS will accept requests for administrative supplements that will create new job opportunities or allow for the retention of jobs that would otherwise be eliminated and will simultaneously accelerate the pace of research.
Grantees may request administrative supplements "to accelerate the pace of research" for up to 24 months. The entire budget for the administrative supplement will be awarded at one time to the grantee to be expended over the life of the request. For a 12-month award, the direct costs of the request may not exceed 50% of the direct cost of the current year award. For 24-month supplements, the direct cost may not exceed 100% of direct cost of the current year award, spread over the 24 month period.
Enhanced Collaborative Research and Translation Activities: NIEHS will accept requests that will create new job opportunities or allow for the retention of jobs that would otherwise be eliminated and will simultaneously enhance collaborative research and research translation. Research collaborations and translation can be enhanced by one of two mechanisms:

project leaders may propose a new collaboration between the research project and a governmental partner, small business or other private sector partner.
