Health and Human Services
In this economic downturn, many Michigan citizens face a daily struggle to provide food and shelter for their families, and to find affordable health care. The Recovery Act contains additional funding for many familiar programs providing food and medical aid to Americans in need. In addition, the Recovery Act includes resources for increased Unemployment Insurance benefits, homelessness prevention, and other significant efforts to help Michigan citizens make it safely through these challenging economic times.

Formula Funds

• COBRA
Provides a 65% reimbursement for COBRA health insurance premiums for eligible individuals.

• Emergency Food and Shelter (McKinney-Vento)
Expands the FEMA program to provide shelter, food, and supportive services to people in economic crisis.

• Homelessness Prevention
Funds additional HUD homelessness prevention grants to states.

• Medicaid FMAP
Increases the federal reimbursement to states for their Medicaid health insurance coverage for low income children, parents of dependent children, the elderly and disabled.

• SNAP - Supplemental Nutrition Assistance Program
Provides a 13.6% increase in monthly food benefits, or roughly $80 per family per month.

• Senior Nutrition
Adds $3.12 million to Michigan's nutrition assistance programs in community sites and for home delivery meals.

• Social Security One-Time Payments
Gives recipients of Social Security, SSI, VA benefits and Railroad retirees a one-time payment of $250.

• TANF - Temporary Assistance for Needy Families
Increases funding to help families in need pay for living expenses, including expenses for transportation and child care related to employment and training.

• TEFAP - The Emergency Food Assistance Program
Increases support for emergency food programs including commodity purchases for food banks and distribution.

• Unemployment Compensation
Extends and expands federal Emergency Unemployment Compensation through December 31, 2009.

• WIC - Women, Infants and Children Program
Boosts funding for food assistance to pregnant women, new mothers, and young children.


Competitive Grants

• Emergency Food and Shelter
FEMA will allocate funds to supplement and expand ongoing efforts to provide shelter, food and supportive services for the nation's hungry, homeless, and people in economic crisis.

• Health Care IT
funding to modernize the health-care system by implementing the adoption of health information technology, which will reduce health-care costs for the federal government by over $12 billion over the next 10 years.

• Homelessness Prevention
Provides financial assistance and support services to help individuals and families at risk of becoming homeless; also helps provide housing and stability to those already experiencing homelessness.

• Lead Hazard Reduction
HUD-administered grants to reduce lead paint hazard threats and exposure.

• Prevention and Wellness Fund
Funding to support screenings, immunizations and other preventive services to help protect health and create jobs

• Public Housing Capital Fund
HUD-administered monies for the capital and management activities of public housing agencies, including modernization and development of public housing.
