Energy Efficiency and Conservation Block Grants (EECBG)

Total Funding Available: $3.2 billion

Key Dates:  The application due date for states is May 26, 2009; for cities, counties, and tribal governments eligible for direct formula grants from DOE, applications are due on June 25, 2009.

Program Information:  Energy Efficiency and Conservation Block Grants (EECBG) administered through the U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE) will go to local governments, Indian tribes, and states to reduce energy use and fossil fuel emissions, and for improvements in energy efficiency.

Grant Information:

  • DOE formula grants:  DOE has announced that Michigan's allocation under EECBG is $76.6 million, with $57.6 million going directly to 69 Michigan communities and tribal governments for local energy efficiency and conservation efforts.  Communities must submit an application to DOE before they will receive their Recovery Act dollars.  Application due date for cities, counties and tribal governments is June 25, 2009.

For the list of Michigan local and tribal governments eligible to receive direct formula grants from DOE, go to: http://www.energy.gov/media/MICHIGAN_Block_Grant_Tables.pdf
  • State of Michigan competitive grants:  Of the remaining $19.6 million allocated for Michigan, the state will re-distribute a minimum of $11.4 million to communities through a competitive grant process.  Once Michigan receives final DOE approval of its formal application for Recovery Act funds, the state will announce the process for applying for the competitive grants, expected as soon as June of 2009.  For more on eligibility for these grants, contact the Bureau of Energy Systems in the Department of Energy, Labor, and Economic Growth, at 517-335-2823, or 517-241-6228.

The DOE advises local governments to register with FedConnect at:  https://www.fedconnect.net/FedConnect/
