Economic Development

• Americorps
Funds expansion of the Corporation for National and Community Service AmeriCorps program to recruit, place, and supervise AmeriCorps members to meet critical community needs.

• Community Development Block Grant
HUD-administered; enables local governments to help provide decent, affordable housing and create economic opportunities primarily for low and moderate income families.

• Community Development Financial Institutions
Treasury Department grants to increase the capital, credit, and financial services they provide in economically distressed communities.

• Economic Development Assistance
Commerce Department grants to address long-term economic distress in urban industrial cores and rural areas; distributed based on need and ability to create jobs and attract private investment. Priority consideration will be given to those areas that have experienced sudden and severe economic dislocation and job loss due to corporate restructuring.

• Neighborhood Stabilization Fund
HUD grants to states and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values. The grants also may be used to develop new affordable housing, including multi-family rental communities, on vacant property in foreclosure-impacted neighborhoods.

• Rural Business Program
Grants and loans to improve, develop, and finance business, industry, and employment and improve the economic and environmental climate in rural communities.

• Rural Community Facilities Program
USDA grants and loans for eligible cities with a population of less than 20,000; may be used to construct, enlarge, or improve community facilities for schools, libraries, health care, fire and rescue stations, police stations, community centers, public buildings and transportation.

Education and Research

• Applications of Nuclear Science and Technology Grants
U.S. Department of Energy grants to fund nuclear science research and development activities in a broad portfolio of applications, including energy, nuclear medicine, commerce, medical physics, space exploration, finance, geology, environmental sciences and national security.

• Early Head Start
HHS grants to Early Head Start agencies to both expand programs and increase the number of families served in existing programs.

• Energy Efficiency and Renewable Energy Research, Development, Demonstration and Deployment (EERERDDD)
Department of Energy grants to fund research, development, and demonstrations of renewable energy technologies and energy efficiency demonstrations for industrial and commercial practices. Grants may also be used to accelerate research and development for advanced batteries necessary for the conversion to electric vehicles and the storage of energy. Specific funding is set aside for biomass and geothermal projects.

• Higher Education Teacher Quality
Department of Education-administered state, partnership, and recruitment grants to improve teacher preparation and recruitment in order to raise student achievement and improve learning.

• NCRR Research Facility Construction and Improvement Grants
The National Center for Research Resources (NCRR), part of the National Institute of Health (NIH), will administer Recovery Act grants for construction, renovation or repair of biomedical or behavioral research facilities.

• NIH "GO" Grants
The National Institutes of Health (NIH) has established Research and Research Infrastructure "Grand Opportunities," or "GO" grants. These grants will support biomedical and bio-behavioral research that will benefit from significant 2-year funding. The research supported by "GO" grants should have high short-term impact, and a high likelihood of enabling growth and investment in biomedical research and development, public health, and health care delivery.

• NIH Challenge Grants in Health and Science
NIH grants for a variety of institutions to support biomedical and behavioral research that would benefit from significant 2-year jumpstart funds; research should have a high impact in biomedical or behavioral science and / or public health.

• NIH Core Center Biomedical Research Grants
Grants to hire researchers and develop research projects for new investigators, with the goal of augmenting and expanding biomedical research relevant to NIH. Awards are designed to enhance innovative programs of excellence by providing scientific and programmatic support for promising research faculty and their areas of research.

• NIH Grants for Competitive Revision Applications
Grants for investigators and institutions with active NIH-supported research grants to support revisions and significant expansion of the scope of NIH-funded projects.

• NIH Research Instrumentation Equipment Grants
Grants to non-profit organizations, universities, colleges, hospitals and others for purchase of a single piece of biomedical research equipment worth between $600,000 and $8 million. Eligible equipment may include structural and functional imaging systems, macromolecular NMR spectrometers, high-resolution mass spectrometers, cryoelectron microscopes and supercomputers.

• NIH Strategic Autism Research Grants
The National Institutes of Health (NIH) will administer four strategic autism research grants that together represent the largest funding opportunity for research on autism spectrum disorders (ASD) to date. While few trials can be completed in two years, Recovery Act funds will jumpstart projects and build the infrastructure for longer-term autism research efforts.

• R & D on Alternative Isotope Production Techniques
DOE-administered grants to develop, produce and distribute stable and radioactive isotopes that are essential for energy, medical and national security applications, and basic research.

• School Lunch Equipment
USDA grants for the purchase of food service equipment by schools participating in the National School Lunch Program; the goal of the grant is to improve the infrastructure in schools while stimulating activity in the economy.

Energy

• Electricity Delivery and Energy Reliability (Smart Grid)
Department of Energy grants to modernize the nation's electricity transmission and distribution systems to maintain reliability and infrastructure protection. Smart grid systems allow for communication between a customer's meter and the utility.

• Energy Efficiency and Conservation Block Grants (EECBG)
Department of Energy-administered grants to governments, Indian tribes, and states to reduce energy use and fossil fuel emissions and for improvements in energy efficiency.

• Energy Efficiency and Renewable Energy Research, Development, Demonstration and Deployment (EERERDDD)

• New Starts / Capital Investment Grants
From heavy to light rail, commuter rail to bus rapid transit systems, New Starts grants will fund new or extended transit fixed guideway systems across the country.

• Transit Capital Assistance
Transportation Department funds to purchase transit equipment and to make improvements at intermodal and transit facilities; includes funding for discretionary grants to public transit agencies for capital investments that will assist in reducing the energy consumption or greenhouse gas emissions of their public transit agencies.

• Weatherization
Department of Energy grants for energy-related home improvements for low-income customers; grants can be used for improvements to building energy efficiency and energy retention, heating and cooling systems, electrical system, and electricity consuming appliances.

Environment

• Brownfields
Environmental Protection Agency (EPA)-administered grants for the cleanup and restoration of contaminated brownfield sites and to provide environmental job-training projects to promote job-creation and economic development by facilitating the assessment, remediation, or preparation of brownfields.

• Clean Water Revolving Fund
EPA-administered low-interest loans to local units of government for the construction of publicly owned wastewater collection and treatment facilities or the construction of non-point source water pollution control projects.

• Coastal Habitat Restoration Grants
NOAA-administered grants for coastal habitat restoration projects, including Great Lakes projects that will result in significant ecological gains, fuel the economy, and that are ready for implementation.

• Diesel Emissions Grants
EPA-administered grants to help clean up diesel engine emissions nationwide.

• Drinking Water Revolving Fund
EPA-administered low-interest loans to public water suppliers for the construction of drinking water system infrastructure, including source, treatment, storage and distribution facilities.

• Hazardous Substance Superfund
EPA-administered grants for the cleanup of hazardous waste sites; 50 percent of grant funds to be allocated by June 17, 2009.

• Leaking Underground Storage Tanks (LUST)
Funds for EPA investigations and response activities at sites where leaking underground storage tanks (LUST) have resulted in contamination, to mitigate the risks posed by petroleum substances released into the environment.

• Rural Water and Waste Disposal Program
USDA-administered funds to certain cities and rural areas to construct or modify water, sewer, storm water, and solid waste disposal facilities.

• Watershed Rehabilitation
USDA Natural Resources Conservation Service program to provide cost-sharing for rehabilitating watershed dams that were funded under the Watershed Protection and Flood Prevention Program.

• Watershed and Flood Prevention
USDA-administered funds for watershed and flood prevention operations, including expenses to purchase and restore floodplain easements.

Health & Human Services

• Emergency Food and Shelter
FEMA will allocate funds to supplement and expand ongoing efforts to provide shelter, food and supportive services for the nation's hungry, homeless, and people in economic crisis.

• Health Care IT
funding to modernize the health-care system by implementing the adoption of health information technology, which will reduce health-care costs for the federal government by over $12 billion over the next 10 years.

• Homelessness Prevention
Provides financial assistance and support services to help individuals and families at risk of becoming homeless; also helps provide housing and stability to those already experiencing homelessness.

• Lead Hazard Reduction
HUD-administered grants to reduce lead paint hazard threats and exposure.

• Prevention and Wellness Fund
Funding to support screenings, immunizations and other preventive services to help protect health and create jobs

• Public Housing Capital Fund
HUD-administered monies for the capital and management activities of public housing agencies, including modernization and development of public housing.

Infrastructure

• Airport Improvement Program
Federal Aviation Administration grants to public agencies and some private owners and entities for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems.

• High Speed Rail Corridors and Intercity Rail Passenger Service
Federal Railroad Administration discretionary grants to states to pay for high-speed rail and intercity passenger rail projects.

• Highways
Transportation Department-allocated funds for improvements to roads, bridges, pedestrian/bike facilities, carpool lots, safety projects, storm water, rail, and port investment, streetscapes, and Intelligent Transportation Systems, among others.

• New Starts / Capital Investment Grants

• Rail Modernization
Transportation Department grants to fund fixed guideway modernization projects ? any transit service that uses exclusive or controlled rights-of-way or rails, including heavy rail, commuter rail, light rail, trolleybus, aerial tramway, inclined plane, cable car, automated guideway transit, ferryboats, and others.

• Rural Community Facilities Program
USDA grants and loans for eligible cities with a population of less than 20,000; may be used to construct, enlarge, or improve community facilities for schools, libraries, health care, fire and rescue stations, police stations, community centers, public buildings and transportation.

• Rural Water and Waste Disposal Program
USDA-administered funds to certain cities and rural areas to construct or modify water, sewer, storm water, and solid waste disposal facilities.

• Surface Transportation Program
Transportation Department grants to state and local governments and transit agencies for surface transportation projects that will have a significant impact on the nation, a metropolitan area, or region; funding can be used for any eligible program under the federal surface transportation program, including highway, transit, freight and passenger rail, and port infrastructure projects.

• Transit Capital Assistance
Transportation Department funds to purchase transit equipment and to make improvements at intermodal and transit facilities; includes funding for discretionary grants to public transit agencies for capital investments that will assist in reducing the energy consumption or greenhouse gas emissions of their public transit agencies.

Jobs & Job Training

• Community Service Employment for Older Americans
Department of Labor-administered grants to provide part-time employment opportunities for low-income seniors.

• High Growth/Emerging Industry Training
Department of Labor grants for research, labor exchange, and job-training projects that prepare workers for careers in energy efficiency and renewable energy industries.

• Strengthening Communities Fund
Grants to build the capacity of nonprofit organizations to address economic recovery issues in their communities, including helping low-income individuals secure and retain employment, earn higher wages, obtain better-quality jobs, and gain greater access to state and federal benefits and tax credits.

• WIA National Emergency Grants
Department of Labor funds for National Emergency Grants, with an emphasis on serving areas of high unemployment or high poverty, designed response to plant closings, mass layoffs and other worker dislocations.

Public Safety

• Byrne/JAG Grants
Department of Justice (DOJ) grants to states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system; grants allocated based on population and crime statistics, in combination with a minimum allocation to ensure that each state and territory receives an appropriate share.

• COPS
DOJ grants to law enforcement agencies to create and preserve jobs and to increase their community policing capacity and crime-prevention efforts.

• Firefighter Grants
FEMA grants to state and local fire companies to modify, upgrade, or construct non-federal fire stations.

• Internet Crimes Against Children
DOJ funds to state and local law enforcement agencies to address internet crimes against children and to help state and local law enforcement agencies develop an effective response to cyber enticement and child pornography.

• Public Transportation Security Assistance
FEMA grants to high-threat urban areas to enhance security measures for their critical transit infrastructure, including bus, ferry and rail systems.

• Rural Law Enforcement Grants

• Violence Against Women
Recovery Act funds will provide additional resources to the STOP Violence Against Women grant program and to provide Transitional Housing Assistance grants for victims of violent crime.

• Wildland Fire Management
FEMA-administered funds for hazardous fuels reduction, forest health protection, rehabilitation and hazard mitigation activities on federal lands and hazardous fuels reduction, forest health and ecosystem improvement activities on state and private lands.

• Youth Mentoring Grants
Grants through the U.S. Department of Justice to support local organizations that develop, implement, or expand mentoring programs leading to measurable, positive outcomes for at-risk youth. Eligible organizations include public agencies and units of local government, public universities and colleges, tribal governments, and private organizations, including faith-based and community organizations.

Technology

• Broadband Initiative
Competitive grants for broadband deployment in un-served and underserved areas; includes competitive grants to expand public computer center capacity at community colleges and public libraries, to encourage adoption of broadband, and to establish the State Broadband Data and Development Grant program.

• Health Care IT
funding to modernize the health-care system by implementing the adoption of health information technology, which will reduce health-care costs for the federal government by over $12 billion over the next 10 years.

Vibrant Communities

• Assisted Housing Stability
HUD-allocated funds for project-based rental assistance, providing 12 months of funding for Section 8 project-based housing contracts to enable owners to undertake needed project improvements to maintain the quality of critical affordable housing.

• Broadband Initiative
Competitive grants for broadband deployment in un-served and underserved areas; includes competitive grants to expand public computer center capacity at community colleges and public libraries, to encourage adoption of broadband, and to establish the State Broadband Data and Development Grant program.

The National Endowment for the Arts has funds available for art projects and activities with preserve jobs in the non-profit arts sector threatened by the decline in philanthropic and other support during the economic downturn. Direct grants from the NEA will be available to entities that received a previous award from the NEA (during fiscal years 2006 through 2009). Additional grant funds will be available through state, regional or local arts agencies.
