The DFA – Office of Intergovernmental Services (IGS) is responsible for the administration of the Byrne/JAG Program that allows states and local governments to support a broad range of activities to prevent and control crime and to improve the criminal justice system. State participants include the cities and counties, judicial districts and prosecutors. Funding for this program received a dramatic decrease in Fiscal Year 2008.

IGS also administers Violence Against Women Grants to support programs that prevent family violence and provide immediate shelter and related assistance for victims of family violence and their dependents, and Crime Victims Assistance Grants serve the needs of those who have suffered as a result of the commission of a crime. State Police and the Attorney General administer the Internet Crimes Against Children Program. This program serves to identify and apprehend offenders and aid victims and their families.

Additionally, the Stimulus Act provides for $1 billion in competitive grants for the Community Oriented Policing Services (COPS) Program. The purpose of this program is to hire and train community policing professionals and to deploy cutting-edge crime-fighting technologies and innovative policing strategies. These grants create a significant continuing financial obligation for local governments when the stimulus funds cease.

The Arkansas Economic Development Commission is responsible for administration of the Community Development Block Grant Program (CDBG). This program was authorized under Title I of the Housing and Community Development Act of 1974 (42 U.S.C. 5301) to assist low and moderate-income families, for the prevention and elimination of slums or blight, and to address other urgent community development needs. Eligible activities under the CDBG program include the construction of water and wastewater systems, childcare facilities, senior citizen centers, public health facilities and multi-purpose community centers. In addition, funds are provided for fire protection improvements and for economic development pursuits whose primary focus is the creation of jobs for low and moderate-income families. The Stimulus Act distributes these funds according to the 2008 funding formula. Grantees will not be required to submit an additional action plan to HUD for these funds.
