The American Recovery and Reinvestment Act set guidelines for states to implement and distribute the federal stimulus money that will deliver unprecedented levels of transparency and accountability to the taxpayers.

Governor Beebe has established the Governor's Recovery Cabinet made up of key state agencies that will participate in this process. Recovery.Arkansas.gov will provide transparency by listing every dollar of the stimulus package spent in Arkansas, similar to the Obama administration's Web site established at recovery.gov. Arkansans will be able to access information and have questions answered on the site concerning the investment of these taxpayer funds. This is your money - and your leaders should be held accountable for how it is managed.
Each state is responsible for submitting periodic reports on the status of the stimulus funds to federal agencies, Congress and recovery.gov. This reporting will also include announcements for grant competitions, allocations of formula grants, and awards of competitive grants. The President's Council of Economic Advisors will report quarterly on the estimated impact on employment and economic growth. The Governor is required to report the following to each federal granting agency, Congress and recovery.gov before the end of each distribution period:
How funds will be used
Whether funds were used correctly
Jobs created/sustained by the funds
Non-federal funding sources used to complete projects
The Governor's Department of Finance & Administration Review Team will establish procedures for tracking and reporting on stimulus grants and programs that meet and exceed the federal requirements.
