Highways | Program details

By preliminary estimates, $48 billion is available nationwide to address transportation infrastructure. Of that figure, the State of Arkansas is projected to receive $351,544,468 for highways and bridges and $28,000,000 for transit capital grants.

In order to receive transportation funds under the American Recovery and Reinvestment Act of 2009, states had to submit their plans for proposed transportation projects within 30 days of the enactment date of the AARA. To ensure that the State of Arkansas receives its fair share of transportation funding, the Arkansas Highway and Transportation Department has identified various shovel ready projects across the state that will address the weaknesses in our infrastructure while providing jobs for Arkansans in the process.

Airports | Program details

The Secretary of Transportation is authorized to award $1.1 billion in discretionary airport improvement grants as defined by 49 U.S.C. 471 and 475. These grants will not be subject to apportionment formulas, special categories, or minimum percentages of Chapter 1 of Title 49. These funds are granted directly to local airports.

Public Transportation | Program details

Upon passage of the Act, $9 billion in capital assistance and investment grants will be made available as follows: 1) Transit Assistance ($6.9 billion) - $5.5 billion will be allotted using the urban area formula, $690 million using the rural area formula, and the remaining $690 million based on the population growth formula (49 U.S.C. 5307, 5311 and 5340). For Arkansas, the transit assistance amount will be $28.0 million, 50% to be obligated within 180 days; 2) Fixed Guideway Infrastructure Investment ($750 million) - Formula grants for all types of rail, trolleybus, cable car, ferryboats and high-occupancy-vehicle lanes (Arkansas is not scheduled to receive any of this funding); and 3) Capital Investment Grants ($750 million) - Discretionary grants for the creation of major new fixed guideways currently under construction or in the final design stages that could award contracts within 150 days. All of these grants can be 100% federal.
