Watershed & Flood Prevention


Program Description: The Watershed and Flood Prevention Program provides for the purchase of floodplain easements as an emergency measure. Floodplain easements restore, protect, maintain, and enhance the functions of the floodplain; conserve natural values including fish and wildlife habitat, water quality, flood water retention, ground water recharge, and open space; reduce long–term federal disaster assistance; and safeguard lives and property from floods, drought, and the products of erosion. Restoration costs (e.g., removing dikes, fencing out livestock, alternative water, planting trees or native vegetation) associated with acquiring a floodplain easement are also eligible under this program.

National Total:

$145 million ($30 million maximum for any one state)

New York State Total:

Undetermined; dependent upon applications made to NRCS by individual landowners for floodplain easements.

Entities Eligible to Apply:

State and local governments, and landowners with floodplain lands that have been impaired within the last 12 months or that have a history of repeated flooding (i.e., flooded at least two times during the past 10 years).

Flow of Funds:

Funds flow directly from NRCS to property owners.

Obligation Deadline:

National Sign–up Period is from March 9–April 10, 2009. All offers for acquiring easement must be made by

May 4, 2009.

All easements will be recorded by December 3, 2009.

All restoration will be fully completed by December 30, 2010.

Reporting Requirments:

NRCS has not yet provided its reporting information. Because NRCS is directly responsible for implementing this program, it will provide reports on implementation.
