- Public Safety and SecurityCOPS (Community Oriented Policing Services) Hiring Recovery Program: The ARRA provides $1 billion nationally for this program, which enables state and local law enforcement agencies to hire and train community policing professionals. The US Department of Justice provides COPS funding directly to grantees, which can include State, county or local law enforcement agencies. Bryne JAG (Justice Assistance Grants): The ARRA provides nearly $2 billion nationally for these grants, which are used by state and local governments to support criminal justice activities based on local needs and priorities. NJ’s expected share is about $50 million. Funds are distributed through the State and some funding is direct from the federal government to local law enforcement. Edward Byrne Competitive Grant Program: The ARRA provides $225 million for competitive grants to improve the functioning of the criminal justice system, to assist victims or crime, and youth mentoring. The US Department of Justice awards these funds directly to the agencies selected, which may include the State, county or local agencies as well as private service providers. Transitional Housing Assistance Grants to Victims of Violence Against Women: The ARRA provides $50 million in competitive funding for temporary housing and support services for victims of violence. Check http://www.ovw.usdoj.gov/thousing_grant_desc.htm for more information.
Internet Crimes Against Children (ICAC) Task Force Program: The ARRA provides $50 million nationally for ICAC initiatives to help states and local entities develop effective strategies to deal with internet luring and child pornography cases. FEMA State and Local Programs – Public Transportation and Railroads Security: The ARRA provides $150 million in grants for transportation and rail security consistent with implementing the recommendations of the 9/11 Commission. - Economic and Community DevelopmentCommunity Development Financial Institutions Program: The ARRA provides $100 million nationally for competitive awards to certified community development entities or community development financial institutions. Economic Development Assistance Grants: The ARRA provides $150 million in funding for Economic Development Assistance Programs. - Science and Technology ResearchNIH Research and AHRQ Comparative Effectiveness Research: The ARRA provides $11.1 billion for medical research, including $1.1 billion to examine the effectiveness of existing approved treatments. National Institutes of Standards and Technology (NIST) Scientific and Technical Research Services: The ARRA provides at least $220 million for competitive grants related to NIST research. Check http://www.nist.gov/recovery/ for more information.

National Science Foundation (NSF) Education Scholarships Programs: The ARRA provides $100 million for scholarship and related-programs for STEM (Science, Technology, Engineering, and Mathematics) students. Within this amount, $60 million is provided for the Robert Noyce Teacher Scholarship program and $40 million for Math and Science Partnerships. - Workforce Development/TrainingNational Emergency Grants – WIA (Workforce Investment Act): The ARRA provides $200 million in competitively awarded funds for national emergency grants, with an emphasis on serving areas of high unemployment or high poverty. YouthBuild: The ARRA provides $50 million to help at-risk youth gain education and occupational credentials while building or rehabilitating affordable housing as a part of the YouthBuild program. High Growth and Emerging Industry Sectors: The ARRA provides $750 million for worker training and job placement in high growth and emerging industry sectors. Of that amount, $500 million is reserved to prepare workers for efficiency and renewable energy careers. These funds will be awarded by the US Secretary of Labor. - EducationImpact Aid: The ARRA provides $100 million to Impact Aid schools for school construction grants. Of that, 40% will be distributed via formula, and 60% is for competitive grants to Impact Aid schools for emergency repairs and modernization grants. Teacher Incentive Fund: The ARRA provides $200 million for states and school districts to develop and implement performance-based teacher and principal compensation models to support recruitment and retention efforts in high-need schools and subjects. Innovation Fund: The ARRA provides $650 million in funds for the Secretary of the US Department of Education to recognize districts or schools that make significant progress toward closing the achievement gap. Pell Grants: The ARRA provides $15.64 billion for Pell Grants to retire the existing Pell Grant shortfall and increase the maximum Pell Grant award to $5,350 (up from $4,860) for the 2009-10 school year. - Health and Human ServicesHealth Information Technology: The ARRA provides $19 billion for Health IT, including $2 billion to fund planning grants in 2009 and 2010, followed by $17 billion in grants to Medicare and Medicaid providers beginning in late 2010 and running for five years. FQHCs/Community Health Centers Expansion Grants: The ARRA provides $1.5 bullion to federally qualified health centers (FQHCs) for construction, modernization, and health IT improvements. An additional $500 million is provided for FQHC grant funding for services and operations. The US Department of Health and Human Services has already begun to make awards to FQHCs. Prevention and Wellness Fund: The ARRA provides $1 billion the US Department of Health and Human Services to administer a Prevention and Wellness Fund. Of this, $300 million will be for the CDC immunization program, $650 million for evidence-based clinical and community-based prevention and wellness strategies, and $50 million to states to implement healthcare-associated infection prevention strategies. - Environment, Energy and InfrastructureHazardous Substance Superfund: The ARRA provides $600 million to clean up hazardous and toxic waste sites through the Hazardous Substance Superfund program. Diesel Emission Reduction Act Funds: The ARRA provides $300 million nationally for grants and loans to state and local governments for projects that reduce diesel emissions. 70% of the funds will be awarded as competitive grants, with EPA determining eligibility and the awards. Clean Fossil Energy Technology: The ARRA provides $3.4 billion nationally to develop innovative technologies for clean coal, petroleum coke and other plants of the future. Some of these funds will be competitively awarded. Check http://www.energy.gov/recovery/index.htm for more information.

Energy Efficiency and Conservation Block Grant: The ARRA provides a total of $3.2 billion for this block grant, of which $2.8 will be awarded on a formula basis and $400 million will be awarded on a competitive basis. Generally these funds are available to assist State, certain local governments, and Indian tribes in implementing strategies to reduce their total energy use. - TransportationSupplemental Discretionary Grants: The ARRA provides $1.5 billion for competitive grants to states, local governments, and transit agencies for projects across all surface transportation modes that will have a significant national, metropolitan, or regional impact. PLEASE NOTE that the US Department of Transportation Secretary must publish grant competition criteria within 90 days of enactment of the ARRA. As such, details are not available at this time. - HousingPublic Housing Capital Fund: The ARRA provides $1 billion to Public Housing Authorities (PHAs) in competitive grants for priority investment projects. These new funds will be awarded on a competitive basis to states, local governments, non-profit entities or consortia to purchase and rehabilitate foreclosed vacant properties and help create affordable housing and stabilized neighborhoods. Lead Hazard Reduction Program: The ARRA provides $100 million in competitive grants and cooperative agreements for abatement of lead-based hazards in eligible rental and owner-occupied housing.
