2008 Global Summit on Education: Inclusive Practices for Students With Disabilities
The purpose of this summit is to continue the dialogue that began in October 2007 at the Global Policy Summit on the Well-Being of People with Intellectual Disabilities, in Shanghai, China. In hosting this event, the Department of Education is bringing together education leaders, advocates for people with disabilities, educators, academics, and government officials to:
- Promote an international dialogue on education for students with disabilities;
- Identify valuable tools and resources to provide high quality academic opportunities for students with disabilities; and
- Share successes and challenges from a global perspective.

Knudsen to Serve as Deputy Assistant Secretary for the Office of Special Education and Rehabilitative Services.
William W. Knudsen will now serve as the permanent deputy assistant secretary for the Office of Special Education and Rehabilitative Services after serving as acting deputy assistant secretary. Prior to his current position, Knudsen was a special assistant to the assistant secretary of education in the Office of Legislation and Congressional Affairs (OLCA). In that capacity, he worked with Congress on the reauthorization of the Individuals with Disabilities Education Act (IDEA) and on the development of the IDEA regulations. His portfolio also included covering all aspects of disability policy under the Department’s jurisdiction. Prior to working on IDEA, Knudsen worked on various policy issues, including the No Child Left Behind Act (NCLB), and served as the Department’s Western Regional Liaison. Knudsen also served as the Deputy Director of Intergovernmental Affairs and as the chief of staff for the Office of Vocational and Adult Education at the United States Department of Education.

The ICDR Seeks Comments at Public Meeting
The Interagency Committee on Disability Research (ICDR), authorized by the Rehabilitation Act of 1973, as amended, is holding a meeting to seek comments from the public with respect to the federal disability and rehabilitation research agenda. This dialogue with the public is of critical importance, and we are encouraging individuals with disabilities, persons who represent service providers, service provider organizations, disability and rehabilitation research and policy groups, and representatives of advocacy organizations with specialized knowledge and experience to suggest specific ways to improve future research for individuals with disabilities. The ICDR is also interested in hearing from individuals concerning how well the existing federal research programs are responding to the changing needs of individuals with disabilities. Within the context of this approach, the ICDR is also asking for input on the continuum of care for wounded, injured or ill military service members.

Proposed Regulations Would Ease Burdens, Assure State Accountability to Help Infants, Toddlers with Disabilities
The U.S. Department of Education today proposed regulations to ease bureaucratic burdens, increase flexibility and assure accountability by states in helping prepare America's infants and toddlers with disabilities for success in school. In proposed rules for Part C of the Individuals with Disabilities Education Act (IDEA) to be published in the May 9 Federal Register, the department sought to ensure that states provide early intervention services to children birth through age 2 in a timely and effective manner.

Secretary Spellings Announces New Regulations to More Accurately Assess Students With Disabilities
U.S. Secretary of Education Margaret Spellings today announced new regulations under No Child Left Behind (NCLB) allowing states to test certain students with disabilities using an alternate assessment that more appropriately aligns with students' needs and yields more meaningful results for schools and parents. The new regulations provide states and schools with greater flexibility by allowing them to more accurately evaluate these students' academic progress and tailor instruction based on individual needs.
