Welcome to CSEF/SEEP.

The mission of the Center for Special Education Finance (CSEF) is to address fiscal policy questions related to the delivery and support of special education throughout the United States and disseminate up-to-date information to stakeholders at all levels. For more information, see About CSEF.

The Special Education Expenditure Project (SEEP) represents a major focus for CSEF. It is the first comprehensive, nationally representative study of special education spending to be undertaken in more than a decade. For more information, see About SEEP.

State Special Education Finance Systems - Part II: Special Education Revenues and Expenditures. This report provides data on state special education revenues, enrollments, and expenditures for the 1999-2000 school year, collected in a CSEF survey of states. Part I of this report describes the types of funding systems used by states to finance special education programs and services.
SEEP Report #5: Total Expenditures for Students with Disabilities: Variation by Disability This SEEP report examines how special education expenditures vary by student's disability category.
