The Delaware Department of Education will implement a comprehensive initiative to build the capacity of 15 high schools and 18 middle schools with high concentrations of low-income students to prepare and support students to be successful in AP English, mathematics, and science courses. The project will develop vertical learning communities in which middle and high school teachers plan together to align state content standards and the requirements of AP courses with the necessary pre-AP content knowledge, skills, and study habits. It will expand existing AP English, mathematics, and science course offerings and establish new ones in the targeted high schools. Mentoring, extended-day programs, Saturday morning tutoring, and summer academies will be offered to new AP students. Volunteers provided by the Simmons Memorial Foundation will encourage students to enroll in AP courses, and the Metropolitan Wilmington Urban League will help educate parents about the need for a rigorous academic curriculum and how they may support children taking AP courses.

Friendship Public Charter School will develop, enhance, and expand AP programs at its high school, the Collegiate Academy, and pre-AP programs at its two feeder middle schools. To improve the academic preparation of students, the school will offer tutoring and academic support after school, on Saturdays, and during the summer. Students who enroll in AP courses will receive additional help through an online academic support system. Friendship also will establish an AP Diploma program to recognize students who take 5 or more AP courses, and offer other incentives to students who succeed in AP courses and have perfect attendance records.

A joint effort of the Louisiana Department of Education and Louisiana State University (LSU), the Louisiana Advanced Placement Academy will improve the preparation for, and successful participation in, AP courses by students attending 9 high-poverty middle and high schools from across Louisiana. The Academy will develop and deliver new pre-AP and AP courses in English, mathematics, and science through the Louisiana Virtual School using a hybrid instructional model, as well support the participating schools in developing their own AP courses. Intensive professional development and support will be provided to assist the schools in implementing vertically aligned pre-AP and AP programs for all of their students. Faculty advisors from LSU and other institutions of higher education will provide the schools with ongoing technical assistance. LSU and Southern University undergraduate and graduate students will offer tutoring services to the schools’ students. The participating schools are located in the East Baton Rouge, Vernon, and Washington Parishes and the Baker School District.

The Ouachita Parish School System will implement a comprehensive initiative to increase the number of low-income students who participate successfully in AP courses. To improve the preparation of students for more rigorous coursework, it will establish Advancement Via Individual Determination (AVID) programs in its middle schools and pre-AP courses in its middle and high schools. New AP courses in Biology, Calculus, Chemistry, Environmental Science, and Physics will be offered in two high schools that currently offer no AP math or science courses. Incentives will be offered to teachers for completing the professional development required to teach the new AP courses, and faculty members from the University of Louisiana at Monroe will provide ongoing coaching and mentoring. Students from Grambling University, Louisiana Tech, and the University of Louisiana at Monroe will provide tutoring to high school students enrolled in AP courses. Oauchita also will offer students incentives for earning a score of 3 or higher on AP exams.

Niagara Falls City School District will expand its AP course offerings and establish an aligned pre-AP program to increase the percentage of students from economically disadvantaged and minority backgrounds that participate in AP courses. The AP initiative will increase the number of AP courses offered, including new core subjects, and at least one foreign language. Pre-AP courses will focus on accelerated mathematics to prepare students for higher-level science and mathematics in high school. Professional development for participating teachers will strengthen their delivery of AP and pre-AP content. Finally, a family component will target promising students from economically disadvantaged and minority backgrounds and encourage their participation in more challenging courses.

The North Carolina Department of Public Instruction will increase pre-AP and AP course offerings in high schools and their feeder middle schools in 20 of the state’s lowest-wealth school districts. Middle and high school teachers will participate in professional development in vertical teaming to increase the rigor of pre-AP courses and to align the curriculum in core academic subjects. To increase the number of AP courses available in the targeted high schools, teachers will participate in College Board-endorsed professional development in their certification areas. Pre-AP summer academies will be offered at approximately 61 Title I middle schools to strengthen students’ reading, writing, and study skills. In collaboration with LEARN North Carolina, the project will update 6 existing online AP courses and develop a new Chinese language program that will begin in middle school and culminate in an AP Chinese Language and Culture course. Up to 15,000 students enrolled in the participating school districts will have access to these courses.

A summer academy will be offered to participating students to improve their academic skills and assist them in planning for college.

Schools that have been identified for school improvement or corrective action will be the project’s focus during its first year. To equip students with the knowledge and skills they need to succeed in AP courses, CHAPS will implement Advancement Via Individual Determination (AVID) programs, the College Board’s SpringBoard curriculum, and provide intensive professional development to teachers. By the end of the project period, students in each of the targeted high schools will have access to at least three AP courses in English, mathematics, and science.

The participating schools are: (1) the Eagle Academies located in Abilene, Austin, Beaumont, Brownsville, Del Rio, Fort Worth, Laredo, Lindale, Lubbock, Midland, Mission, Pharr, San Antonio, Trinity, Tyler, and Waco; and (2) the Richard Milburn Academies located in Amarillo, Beaumont, Corpus Christi, Fort Worth, Killeen, Lubbock, Midland, and Odessa.
