Who May Apply: Eligible applicants include institutions of higher education that have an enrollment of undergraduate students that is at least 40 percent Black American students and meets the definition of a predominantly Black institution as defined under Part J, section 499A(c)(9) of the College Cost Reduction and Access Act (CCRAA) of 2007.

NOTE: Applicants must first apply for and receive designation as an eligible institution.
