Explanation: 60 percent of funds go for TV programming and the majority of the remainder to 144 Ready to Learn stations with coordinators who conduct workshops. Parents and Child Educators read one children's book to children each day. Baseline year is 2003. For the first measure, subsequent year targets will reflect a 5 percent increase over the preceding year. For the second measure, subsequent year targets will reflect a 10 percent increase over the preceding year.
